The Union of Municipalities of Montenegro (UoMM) will initiate the establishment of mobile multidisciplinary teams to provide support services for children and young people without parental care. These teams will consist of professionals from various fields—including social workers, psychologists, psychiatrists, pedagogues, lawyers, and other relevant specialists—and, depending on their size, will serve the territory of one or more municipalities.
The services provided by the mobile teams will include individual and family counselling, crisis intervention, psychoeducational support, parenting skills training, legal and administrative assistance, coordination with educational and healthcare institutions, monitoring and support for children transitioning out of institutional care, as well as assistance to foster families and families at risk.
Secretary General of the Union of Municipalities Mišela Manojlović said that the idea is for these teams to help strengthen families as an interim solution until appropriate municipal or regional centres can be established. Such centres could be developed once the issues of staff shortages, infrastructure capacity, and stable funding sources necessary for their establishment and long-term operation have been addressed.
“Mobile teams would operate on the principle that ‘the service comes to the user.’ Comparative practice confirms the effectiveness of this model, as similar teams have been operating for years in Sweden, Romania, Bulgaria, Ireland, and Croatia, where they have proven highly effective in delivering comprehensive and flexible community-based support while generating significant savings compared with establishing permanent centres. It is important to note that implementing this measure would require the adoption of a regulation on the joint provision of services, defining the organization, conditions, responsibilities, standards, operational framework, and remuneration of mobile teams,” Manojlović stated.
By introducing mobile teams, Montenegro would ensure more equitable access to support services across its entire territory, strengthen community capacities to prevent the separation of children from their families, and contribute to higher-quality, more personalized care for children without parental care and families at risk.
