With the installation of its first six BPARCO parking facilities for bicycles and electric scooters, the Capital City of Podgorica has joined a group of 16 cities across the Western Balkans that have implemented this innovative solution to modernize and improve accessible urban mobility.
The new parking facilities enable citizens to carry out their daily activities more quickly, efficiently, and in a healthier way. The project represents a significant step forward in advancing sustainable urban mobility.
BPARCO – an innovative and secure parking solution for alternative modes of transport – was implemented through the cooperation between the Secretariat for Transport of the Capital City of Podgorica and the German development agency GIZ, with support from the Government of the Federal Republic of Germany. The locations for the BPARCO facilities were carefully selected in cooperation with the highly active NGO Biciklo.me, one of the key stakeholders in the development of sustainable mobility in Montenegro. This modern infrastructure helps reduce vandalism, encourages the use of micromobility, and provides citizens of Podgorica with a continuously available, free-of-charge, and modern service.
“Given the development of the Capital City of Podgorica and the positive effects of implementing the Sustainable Urban Mobility Plan for the period 2020–2025, we recognized the importance of continued investment in alternative modes of transport. BPARCO was identified as a key need of the Capital City for the further advancement of cycling infrastructure and culture,” said the Secretary of the Secretariat for Transport of the Capital City of Podgorica Ninoslav Kaluđerović.
He emphasized that BPARCO is the result of successful cooperation between the Secretariat for Transport and GIZ, to whom he expressed his gratitude. The system provides a solution that minimizes all forms of vandalism affecting parked bicycles and electric scooters.
“Together with our long-standing partners from the NGO Biciklo.me, we identified locations that would fairly cover as much of the Capital City’s territory as possible, particularly areas with a higher concentration of users of alternative modes of transport. Priority was given to pedestrian zones, areas with a large number of primary and secondary school students, university students, and locations characterized by intensive use of passenger motor vehicles. We also received invaluable support in implementing this initiative from our colleagues at ‘Putevi’ Ltd. Podgorica, to whom we extend our sincere thanks. We look forward to continuing our cooperation and achieving further significant results in the future,” Kaluđerović concluded.
The project coordinator on behalf of the Secretariat for Transport of the Capital City of Podgorica was Mervan Drpljanin.
On behalf of the Union of Municipalities of Montenegro, Marija Kljajić, Secretary of the Committee for Spatial Planning, highlighted the broader significance of this project:
“Urban mobility is no longer just a transport issue—it is a quality-of-life issue. Through its partnership with GIZ, the Union of Municipalities has supported local governments in developing mobility plans, providing training, and implementing sustainable solutions such as BPARCO.”
Support from international and local partners
The GIZ Project Manager, Milenka Mila Knežević, she emphasized that Podgorica continues to set standards in the field of sustainable mobility. According to her, the project represents a continuation of a shared mission to improve quality of life through modern and environmentally friendly mobility solutions.
Her colleague from GIZ, Jasna Sekulović, she emphasized that, under the Regional Climate Partnership, this pilot project forms part of the broader ProSUMP sub-project for South-East Europe – Energy, Transport and Climate Protection (ORF ETC).
The creator of the BPARCO solution, Damir Margetapresented the premiere model, BPARCO Rattlesnake—an innovative parking rack that enables the secure parking of both bicycles and e-scooters within the same footprint, while maximizing the efficient use of space and resources.

With the installation of BPARCO infrastructure, the Capital City once again reaffirms its commitment to transforming urban mobility towards greater sustainability, accessibility, and an improved quality of life. This initiative contributes to reducing greenhouse gas emissions, promoting healthier lifestyles, and creating a more pleasant urban environment for all citizens.
