The First Call for Proposals has been published under the IPA III Cross-Border Cooperation Programme Montenegro–Albania 2021–2027
The deadline for submission of project concept notes is 31 October 2025.
The call is open to public authorities at all levels and institutions with competencies in environmental protection, tourism, and cultural and natural heritage; local self-governments and their institutions; development organizations/agencies; organizations (including CSOs) dealing with nature protection and climate change; public bodies responsible for fire/flood/emergency services; educational institutions at all levels, institutes for education and vocational education and training centers; tourism organizations at national and local levels; chambers of commerce, craft chambers and business associations; clusters, cooperatives, farmers’ associations; institutions for nature/environmental protection; institutions in the field of cultural heritage; CSOs active in relevant areas; educational institutions (schools and higher education institutions); companies and other organizations involved in education; licensed providers of youth and adult education; institutes for education; as well as youth organizations.
Under this call, projects with a value of up to €600,000 will be supported, aimed at environmental protection and the promotion of climate change adaptation and mitigation, as well as risk prevention and management. In addition, projects of up to €750,000 will be supported for improving tourism and cultural and natural heritage.
The duration of the projects is limited to 30 months, while the total budget of this call amounts to €7.4 million.
In Montenegro, the programme area includes the municipalities of Andrijevica, Bar, Berane, Budva, Cetinje, Danilovgrad, Gusinje, Kolašin, Petnjica, Plav, Podgorica, Rožaje, Tuzi, Ulcinj, and Zeta. In Albania, the programme area includes: Shkodër, Malësi e Madhe, Vau i Dejës, Pukë, Fushë-Arrëz, Lezhë, Kurbin, Mirditë, and Tropojë.
