| Project Objective | The ProSUMP project aims to support cities in South-East Europe (SEE) in strengthening the capacities of local self-governments for the implementation of sustainable urban mobility measures. The project operates on three levels: At the regional level: transfer of knowledge on good practices and experiences from EU countries in the implementation of Sustainable Urban Mobility Plans (SUMPs), through the existing regional network CIVINET Croatia–Slovenia–SEE; At the national level: strengthening the capacities of associations of municipalities to better advise local governments on the preparation and implementation of SUMPs; At the local level: supporting selected local self-governments in building organizational and technical capacities, which are a prerequisite for the successful implementation of sustainable urban mobility plans or solutions. |
| Main Results | The ProSUMP project supports local self-governments in: creating conditions for a systematic process of SUMP implementation – local Sustainable Urban Mobility Plans; facilitating regional exchange between local self-governments and other relevant stakeholders on the implementation of SUMP measures; establishing strong regional cooperation and dialogue among selected local self-governments in the Western Balkans. In addition, in the previous period, GIZ provided expert support for marking the European Mobility Week for municipalities participating in the project: the Capital City of Podgorica, Rožaje, Kolašin, and Pljevlja. Furthermore, during the first phase of the project (2019–2020), the mentioned municipalities received support in the preparation of local Sustainable Urban Mobility Plans (SUMPs), which were the first plans of this kind in Montenegro. A grant of €50,000.00 was also provided for the implementation of pilot projects in the municipalities of Rožaje, Kolašin, and Bar, including: installation of bicycle parking facilities, installation of accessibility ramps for persons with disabilities, construction of a pedestrian and bicycle bridge in Rožaje, installation of the first public children’s playground in Rožaje, mapping of pedestrian and cycling paths, as well as their improvement and maintenance. |
| Implementation Period | In the implementation of the project, the Union has been providing support to GIZ since 2019, while the Local Grant Agreement is valid from 01 September 2024 to 31 March 2025. |
