The collection titled “Compilation of Best Practices in Asset Management, Capital Infrastructure Investments, and Energy Efficiency of Water Services,” prepared by NALAS, has been published and is available to all local governments as a handbook and source of inspiration for improving their work in this field.
The collection was developed in recognition of the fact that ensuring the long-term sustainability of water supply requires strategic and proactive planning, as well as the implementation of relevant and innovative measures, where regional experiences can provide significant support.
In collecting the examples, the starting point was the definition of best practice provided by RCDN, which builds upon the commonly agreed definition of the Food and Agriculture Organization of the United Nations: “A good practice is not simply a practice that is good, but one that has been proven to work well and produce good results, and is therefore recommended as a model. It is a successful experience that has been tested, validated, and repeated in practice, and deserves to be shared so that more people can adopt it.”
Among the 14 examples included in the collection, there are also three best practice examples from Montenegro: investments in the distribution system aimed at reducing water losses by ''Vodovod'' Pljevlja, the bypass at the wastewater treatment plant in Budva, and the mini hydropower plant in Andrijevica.
A dedicated Water Management Task Force worked on this project within the framework of the NALAS Task Force on Solid Waste and Water Management, which, as a regional expert body, contributes to the implementation of NALAS strategic objectives, as well as to relevant projects such as the RCDN.
The editor of the collection is the Executive Director of NALAS. Kelmend Zajazi, while the contributors were Aleksandar Spasov iz NALAS-a, Miodrag Gluščević, the President of the Task Force (SKGO, Serbia), as well as the members of the Task Force – Ariola Koreši, (NAMA, Albania), Sanja Živković (ZOCG, Montenegro), Mustafa Ozkul (MMU, Turkey), Irina Lunkasu (KALM, Moldova), Zoran Mamić, (ACC, Croatia), Aleksandar Pljevaljčić (SGORS, Bosnia and Herzegovina), and Boštjan Štuhec (SOS, Slovenia).
