Promoting the socio-economic inclusion of women from vulnerable groups, youth, and children at risk means ensuring equal access to employment opportunities, skills development, social services, and community life. Municipalities in the Western Balkans play a key role in addressing these barriers by developing targeted policies and services that foster inclusion, expand access to opportunities, and enable these groups to actively participate in the economic and social development of their communities.
The Network of Associations of Local Authorities of South-East Europe (NALAS), together with its member association of local governments, the Union of Municipalities of Montenegro, is launching this Call for Applications for municipalities interested in participating in the “Programme for Strengthening Municipal Capacities to Enhance the Socio-Economic Inclusion of Women from Vulnerable Groups, Youth, and Children at Risk.”

The call is open from 8 to 26 June 2026..
To support interested municipalities, additional online information sessions will be organized to provide further clarification and guidance on 16 June 2026 and 23 June 2026.
The Capacity-Building Programme is organized within the framework of the project “Bridges for Inclusion,” implemented by NALAS and its member associations from the Western Balkans, as part of the regional project “Socio-Economic Participation in the Western Balkans Municipalities” (SPARK), implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).
