List of competencies and responsibilities of local self-government

The list of competencies and responsibilities of local self-government represents an overview of the legal framework that defines the rights and obligations of local self-government.

This document contains:

• constitutional provisions that establish the right to local self-government;

• an overview of the competencies and responsibilities of local self-government as defined in the parent Law on Local Self-Government (“Official Gazette of Montenegro”, No. 2/18 and 34/19);

• an overview of the competencies and responsibilities of local self-government in specific administrative areas according to substantive regulations.

The purpose of this document is to consolidate in one place all the provisions that define the rights and obligations of local self-government. For this reason, the List of competencies of local self-government is not a final document, but is regularly updated in accordance with amendments and supplements, as well as the adoption of new legal regulations relating to local self-government.
