Applications are opening for grants under the project “EU for All in Montenegro” – support to municipalities for sustainable local development.

The new European Union project, titled “EU for All in Montenegro” (EU4All in Montenegro), which supports municipalities in sustainable local development, will continue next month with the publication of the first call for project proposals under the grant scheme.

The project is co-financed by the European Union and implemented by NALAS (Network of Associations of Local Authorities of Southeast Europe) as the lead partner, in partnership with the Union of Municipalities of Montenegro as an associated partner.

“EU for All in Montenegro” is aimed at supporting municipalities in improving public infrastructure and local services, strengthening local economic development, and enhancing capacities for accessing and managing EU funds.

With a total budget of over 2.1 million euros, including 1.5 million euros allocated for grants to Montenegrin municipalities, the project will provide direct financial support to local governments. This support will be combined with technical assistance, capacity building, as well as the exchange of knowledge and experiences with partners from European Union countries.

After the call is published at the beginning of May, municipalities will have the opportunity to apply for funds and implement development projects of importance for their communities. In addition to the allocation of grants, a special focus of the project will also be on strengthening the capacities of municipalities to use EU funds, including trainings and workshops in the field of structural funds, the IPARD III programme, as well as other European Union support programmes. Through the project, professional trainings will also be organized, as well as exchanges of experiences with local governments from EU Member States.

The project will be implemented over a period of 40 months (2026–2029).

This initiative represents an important opportunity for the Union of Municipalities of Montenegro, through partnership with NALAS, to further strengthen the capacities of local governments and contribute to sustainable and balanced development across the entire territory of the country.
