“PADRION – Digital transformation of public administration in the Adriatic-Ionian region; supporting a smarter Adriatic-Ionian region”

The brochure has been published PADRION, presenting the main objectives and results of the project aimed at the digital transformation of public administration in the Adriatic-Ionian region. The brochure provides an overview of the project’s key thematic areas: improving the digital skills of public administrations and citizens, connecting institutions, businesses, and communities, as well as strengthening the digital inclusion of women.

The publication presents three digital tools developed within the project, the models of Local Digital Agendas and Thematic Communities of Practice, as well as the process of their testing in seven countries of the region. It also places special emphasis on the importance of partner cooperation, which was confirmed through the signing of a Memorandum of Understanding and the preparation of an Action Plan for the long-term implementation of the solutions.

The brochure presents concrete results that contribute to more accessible, efficient, and inclusive public services, providing a foundation for the sustainable digital transition of local communities.

The PADRION project aims to provide strong support to public administrations in the Adriatic-Ionian region in the process of digital transformation, through the development of practical solutions, strengthening digital capacities, and enhancing cooperation among partners. The key objectives include:

“1. Strengthening the digital skills of public administrations and citizens”

“– Improving the ability of public officials and the wider community to use digital tools and services.”
– Increasing overall digital literacy at the local level.

2. Development of innovative models for digital transition

– Izrada Modela Lokalnih digitalnih agendi, zasnovanih na lokalnim potrebama i prioritetima.
– Establishment of Thematic Communities of Practice for knowledge exchange and joint problem-solving, including the inclusion and participation of women in the digital space.

3. Empowering women and reducing the digital gender gap

– Special focus on the area of ‘Women and Digitalization’ in order to improve women’s access to digital tools, learning opportunities, and employment.

“4. Enhancing cooperation between public administrations, businesses, and citizens”

-- Creating connected and functional digital environments that enable better communication and more efficient service delivery.

5. Piloting and testing new digital solutions in real-life conditions

– Practical implementation of the developed tools in seven countries in order to ensure adaptability to different local contexts.

“6. Ensuring the long-term sustainability of results”

– Signing of Memorandums of Understanding (MoUs) at the beginning and at the end of the project.
– Development of Action Plan with recommendations for implementation after the completion of the project.

1. Three developed digital tools

These tools help communities address everyday digital challenges and improve the quality of services.

Practical implementation enabled the verification of functionality in different local environments and adaptation to users’ needs.

– Functional Model of Local digital agendas, as a framework for the strategic planning of digital development.
– Model of Thematic Communities of Practice, which strengthens cooperation and enables the addressing of specific challenges (e.g. the digital inclusion of women).

4. Development of Local Digital Agendas and establishment of thematic communities

These documents and structures enable the planning, coordination, and local governance of digital transformation processes.

“5. Practical and applicable solutions for public administrations”

– More accessible and efficient public services.
– Increasing inclusiveness and equality in the use of digital services.
– Improved quality of life for citizens through the digitalization of everyday processes.

6. Replication of solutions across the wider region

The solutions developed within the project can also be applied beyond the partner territories, contributing to the digital transition of the entire Adriatic-Ionian area.
