The Deputy Secretaries General are appointed and dismissed by the Secretary General through a public competition for a term of four years. The appointment of a Deputy Secretary General requires the consent of the Governing Board. The Deputy Secretary General is accountable to the Secretary General and the Governing Board of the Union of Municipalities. The Secretary General has two Deputy Secretaries General:
Born in Podgorica on June 1, 1987.
She graduated from the Faculty of Law in Podgorica, and obtained a Master of Laws degree from the Faculty of Law of the University of Sarajevo.
She began her professional engagement at the Union of Municipalities of Montenegro in 2018, where she initially worked as an independent advisor for communal services and environmental protection, and later as Secretary of the Committee for Spatial Planning.
As part of her professional duties, she has participated in the work of numerous national and intersectoral bodies, including:
Member of the Working Group for the Preparation of the National Intellectual Property Strategy of Montenegro (2018–2023);
Member of the Intersectoral Working Group of the Ministry of Interior for monitoring the implementation of the Strategy for the Reintegration of Persons Returned under Readmission Agreements (2016–2020 and 2020–2025), as well as the Strategy for Integrated Migration Management (2017–2020 and 2020–2025);
Member of the Working Group for the preparation of the first report on the United Nations’ New Urban Agenda in Montenegro (Ministry of Ecology, Spatial Planning and Urbanism);
Member of the Government Project Board ‘1000+’ for the allocation of apartments under favorable conditions (2020–2021);
Coordinator of the project ‘Energy-Efficient Urban Mobility in South-East Europe – SEE Cities Together for Sustainable and Energy-Efficient Transport (SUMSEEC II)’ (2019–2020);
Coordinator of the project ‘Urban Mobility PRO-SUMP’ (2022–2024);
Coordinator of the project ‘EU4 Energy Transition: Covenant of Mayors in the Western Balkans and Türkiye’ (2021–2025);
Member of the working groups of the Ministry of Spatial Planning, Urbanism and State Property for drafting the laws on social housing, maintenance of residential buildings, as well as the Housing Policy Strategy.
Member of the Working Group for the drafting of the Law on Housing Support;
National Coordinator for Urban Mobility since 2022;
She also participated in the preparation and served as the responsible person for the development of the first local plans in Montenegro for Sustainable Urban Mobility (SUMP) and Sustainable Energy and Climate (SECAP).
She is married and the mother of a boy.
Milica Radojičić was born in Bar in 1989. She built her career through work in local self-government units and state institutions, where she gained extensive experience in international cooperation, diplomatic relations, management of EU-funded projects and work with the diaspora.
She graduated from the University of Aldo Moro in Bari (Italy) at the Faculty of Foreign Languages and Literature, and at the same university completed the master’s programme “Euro-Mediterranean Master in Cultures and Tourism.” In addition, she attended the Professional School “Euro-Mediterranean Studies 2012” in Portorož, Slovenia.
She further enhanced her professional skills at the Diplomatic Academies of the Ministry of Foreign Affairs of Montenegro and the Federal Republic of Germany, where she attended training programmes for young diplomats from the Western Balkans.
From 2013 to 2016, she worked at the Municipality of Bar in the Office of the Mayor, and from 2016 to 2024 at the Administration for Cooperation with the Diaspora – Emigrants of the Ministry of Foreign Affairs, later the Diaspora Administration and the Ministry of Diaspora.
Earlier in her career, she gained experience through internships at the Embassy of Montenegro in Rome and the Ministry of Sustainable Development and Tourism of Montenegro, where she worked on international cooperation activities.
She passed the state administration exam and the diplomatic-consular exam, and has been a member of several working groups related to diaspora issues and development cooperation. She has also actively participated in international conferences and panel discussions.
She speaks English, Italian and Spanish.
