Secretary General

The Secretary General manages the work of the Union and is responsible for the legality of its operations. 
The Secretary General represents and acts on behalf of the Union in legal affairs and has the rights and duties of an authorizing officer for the implementation of the Union’s Financial Plan. The Secretary General adopts decisions and other general acts important for the functioning of the Union, prepares proposals of decisions and other acts adopted by the Board of Directors, as well as draft decisions and other acts adopted by the Assembly, ensures the implementation of decisions and other acts of the Board of Directors and the Assembly, and performs other tasks aimed at achieving the goals and activities of the Union.

The Secretary General is accountable to the Board of Directors for their work and for the work of the Secretariat. 

The Secretary General is appointed and dismissed by the Board of Directors through a public competition, for a period of four years, with the possibility of reappointment.

Mišela Manojlović was born on 1 December 1967 in Pljevlja.

She graduated from the Faculty of Law in Podgorica in 1990. In 1991, she received the “Veljko Vlahović” University Award in Titograd as the best student at the Faculty of Law with the highest grade point average.

She passed the Bar Examination in 1996, completed the Diplomatic Academy “Gavro Vuković” in 2003, and passed the Attorney’s Bar Exam in 2021.

Her managerial career began in 1998 when she was appointed Assistant Director for Legal Affairs at the Employment Agency of Montenegro, a position she held until 2003.

From 2003 to 2006, she served as Head of the Legal Department at the Agency for Construction and Development of Podgorica, and from 2006 2011 she worked as Assistant Secretary of the Secretariat for Local Self-Government of the Capital City Podgorica to.

She served as Secretary of the Secretariat for Local Self-Government of the Capital City Podgorica from 2011 to 2019.

From 2021 until December 2022, she worked as Head of the Legal Department at AD “Port of Bar”.

From 2011 to 2014, she served as President of the Commission for the Local Self-Government System of the Union of Municipalities of Montenegro, actively participating in the work of the Union and contributing to the drafting of laws and by-laws regulating the position, rights, and responsibilities of local self-government.

She also served as President of the Appeals Commission of the Capital City Podgorica from 2012 to 2018.

She is a certified trainer of the Human Resources Administration of Montenegro for state and local civil servants and employees in public services in the fields of administrative procedure and civil service relations.

She is a co-author of the book “Forms for the Practical Application of the New Law on Administrative Procedure with Explanations” (2017) and the author and co-author of several monographs and publications in the field of employment.

She is the recipient of the Award of the Union of Municipalities of Montenegro for Best Practice in the Field of Citizen Participation in Public Affairs.
