The legal basis for the preparation of this Programme is contained in Article 22, paragraph 1, indent 2 of the Statute of the Union of Municipalities of Montenegro (“Official Gazette of Montenegro”, No.
08/17), which stipulates that the Board of Directors adopts the Work Programme of the Union of Municipalities of Montenegro (hereinafter: the Union).
The Programme defines the activities and tasks that the Union will carry out during 2025, arising from the scope of work of the Union defined in
Article 11 of the Statute of the Union.
The Work Programme for 2025 follows the priorities established in the Report on the Work of the Union for 2024, and it is also aligned with the
Public Administration Reform Strategy (2022–2026), as well as with other strategic and programmatic documents binding for
local self-government units.
The Work Programme for 2025 foresees a total of 108 activities, including: 42 activities in the field of normative affairs,
9 activities related to analytical and research work, 31 activities in the area of international cooperation, 8 activities related to general acts, reports and plans, and
18 operational activities.
In addition to the topics included in the Programme, the Union will also monitor the Work Programme of the Government and the Parliament of Montenegro and adjust its activities to current and emerging issues.
