The Governing Board

The Governing Board is the body responsible for managing the work of the Union. It consists of holders of executive authority from the Union’s member municipalities. The Governing Board has a President and two Vice-Presidents, who are elected by the Board from among its members for a term of two years and may be re-elected.

The President of the Governing Board represents the Union before state authorities and international bodies and organizations.

The Governing Board:

  • determines the proposal of the Statute of the Union;
  • adopts the work programme of the Union;
  • adopts the financial plan of the Union;
  • adopts the report on the work of the Union;
  • adopts the report on the financial operations of the Union;
  • determines the proposal of the Decision on the membership fees amount of;
  • decides on the management and use of the Union’s property;
  • adopts decisions and other acts regulating salaries and salary compensations of employees and persons engaged for the purposes of achieving the goals and activities of the Union;
  • adopts a decision on temporary financing;
  • adopts decisions and other acts ensuring the achievement of the goals and activities of the Union;
  • adopts decisions on membership in international associations and organizations;
  • appoints and dismisses the Secretary General of the Union;
  • decides on establishing publishing activities and issuing the Union’s journal;
  • appoints members of the permanent working bodies of the Union;
  • takes care of the development of inter-municipal and international cooperation;
  • gives consent to the decision of the Secretary General on the appointment of Deputies Secretaries General;
  • gives consent to the act on the organization and systematization of jobs in the Secretariat of the Union;
  • adopts the Public Procurement Plan;
  • adopts the Rules of Procedure of the Governing Board.

President of the Governing Board

The position of President of the Governing Board is held by Radoš Žugić, Mayor of Žabljak, while the position of Vice-President is held by Genci Nimanbegu, Mayor of Ulcinj.

Radoš Žugić was born on 18 November 1989 in Žabljak, where he completed primary school and gymnasium. He graduated in 2012 from the Faculty of Law of the University of Montenegro, specializing in International Law. 

He has served as Mayor of the Municipality of Žabljak since 28 December 2022.

He began his professional career at the Agency for the Peaceful Settlement of Labour Disputes in Podgorica, after which he worked in the Municipality of Žabljak and the Centre for Social Work in Žabljak. The experience gained in state and local institutions provided him with a broad insight into public administration and governance at the local level. Since 11 November 2024, he has served as President of the Board of Directors of the Union of Municipalities of Montenegro, while previously, from 17 November 2023, he held the position of Vice-President of the Board of Directors of the same organization. The Government of Montenegro appointed him as a member of the National Commission for UNESCO, as well as a member of the Partnership Council for Regional Development. From September 2023 to May 2024, he attended the School of Political Studies, where he further improved his knowledge in the field of political engagement and governance. In his work so far, he has focused on the improvement of local self-government, regional and international cooperation, with a particular emphasis on the implementation of development projects. 

He is married and lives in Žabljak.
