The Assembly is the highest representative body of the Union. It is composed of two representatives from each member municipality: the head of the executive authority of the local self-government unit and the president of the municipal assembly, as the representative body of the citizens.
The Assembly has a President and two Vice-Presidents elected from among the members of the Assembly for a two-year term, with the possibility of re-election.

The President of the Assembly of the Union represents the Union within the competences of the Assembly and presides over the work of the Assembly.
The President of the Assembly is elected by the Assembly from among its members for a term of two years.
The Assembly also has two Vice-Presidents elected from among the members of the Assembly for a term of two years.
The President and the Vice-Presidents are accountable to the Assembly for their work.
The position of President of the Assembly of the Union of Municipalities is currently held by Dr Jelena Borovinić BojovićPresident of the Assembly of the Capital City of Podgorica. The positions of Vice-Presidents are held by Samir Agović, Mayor of the Municipality of Petnjica and Miljan MarkovićPresident of the Municipal Assembly of Tivat.
Dr Jelena Borovinić Bojović was born on 29 August 1975 in Podgorica. She completed primary and secondary school in Podgorica with excellent results and was awarded the “Luča” diploma.
She also graduated with excellent results from the “Vasa Pavić” Music School, majoring in piano.
She began her academic education at the Faculty of Medicine of the University of Belgrade, where she graduated in 2001 with a grade of 8.5. She completed her specialization in Internal Medicine at the same faculty in 2009 with the highest grade (10). She successfully completed subspecialist studies in Pulmonology at the University of Belgrade in 2016, also with the highest grade.
Dr Borovinić Bojović is currently pursuing doctoral studies in Internal Medicine at the Faculty of Medicine of the University of Kragujevac.
She began her professional career in 2002 as a general practitioner at the Emergency Medical Service and the Health Centre in Podgorica. From 2002 to 2009 she worked as a clinician at the Clinic for Infectious Diseases of the Clinical Centre of Montenegro. She worked as an internist at the Pulmonology Department of the Clinical Centre of Montenegro until 2016, and then as a pulmonology subspecialist at the Pulmonology Department of the Internal Medicine Clinic until 4 December 2020.
Dr Borovinić Bojović served as Head of the Pulmonology Department from 1 January 2019 until her appointment as Minister of Health on 4 December 2020, a position she still holds.
She is also a teaching associate in Internal Medicine at the Faculty of Medicine of the University of Montenegro and has been a professional consultant for the NGO sector in the field of infectious diseases for a decade.
From 2015 to 2020 she worked as a court expert witness in Internal Medicine and Pulmonology, and from 2017 to 2020 she served as a mentor in the field of Internal Medicine – Pulmonology at the Faculty of Medicine of the University of Montenegro.
She actively participates in regional and international medical congresses, conferences and debates. As an author or co-author, she has contributed to numerous professional papers in her field and has participated as a speaker at many international conferences.
Dr Jelena Borovinić Bojović is not a member of any political party.
She speaks English.
She is married and the mother of two children.
