The reports on the work of the Union contain information on the activities undertaken by the governing bodies, permanent and ad hoc working bodies, and the Secretariat of the Union in order to improve and protect the system of local self-government and all subsystems essential for the functioning of municipalities. These include areas such as spatial planning, taxation and financing, the management regime of the coastal zone (maritime domain), balanced regional development, communal services, and other areas within local government competences. The reports particularly focus on provisions that create conditions for decentralization, which need to be identified in each individual regulation and state strategic document. The greatest challenge in implementing these activities is the protection of the common interests of all or the majority of municipalities, as well as the specific interests of individual municipalities, most often smaller municipalities or groups of municipalities. These interests must be properly recognized and adequately regulated, even though they are often mutually conflicting.
