Network of external experts for the preparation of EU and other projects
The network of external experts was established following a conducted public call, with the aim of providing additional professional support to municipalities in Montenegro in the preparation and implementation of EU and other projects.
The members of the network are experienced experts with at least 10 years of experience in the preparation and implementation of projects funded by EU funds and other international sources.
Their task is to provide, as needed and based on expressed interest, expert support to municipalities in all phases of the project cycle.

Bogdanka Ćudić Vilić | Bogdanka Ćudić Vilić has over 19 years of professional experience in the public, private, and civil sectors, including 12 years in the financial sector, working on the preparation and implementation of projects, as well as the development of strategies and action plans for municipalities and cities. Her experience covers a wide range of activities, including the preparation and implementation of projects in the fields of rural development, energy efficiency, infrastructure, social programmes, as well as projects aimed at strengthening human resources, for EU funds such as ESF, ESF+, EAFRD and IPA programmes including Interreg HR–BIH–MNE; MNE–Kosovo; MNE–AL, SR–MNE, BIH–MNE; the Danube Region Programme, Interreg Euro-MED, URBACT, CERV, Creative Europe, as well as OPCC, and funding from numerous international organizations. Expertise is offered in the areas of project preparation, implementation, and reporting, as well as in the development and evaluation of strategies (municipal development strategies, rural development and tourism strategies, entrepreneurship development strategies, and strategies for environmental protection and youth). In addition, she is able to organize and deliver training for municipal employees in the field of project management (PCM), as well as training on reporting methodology during the implementation of all types of EU projects. Bogdanka is currently working on a multilateral project at the Ministry of Agriculture of Montenegro and manages a team of international experts for the preparation, implementation, and reporting of EU projects at the Agency for Sustainable Development AZOR in Podgorica.

Borka Lješković | Borka Lješković has more than 10 years of experience working on projects through cooperation with non-governmental organizations funded by national and international funds, as well as eight years of experience in transnational programmes of international cooperation financed through IPA funds covering the northern Mediterranean area, and in the URBACT IV programme dedicated to municipalities. Her experience includes the drafting and preparation of project applications, project implementation, public procurement, and reporting. Dubravka Koparan | Dubravka Koparan has 13 years of experience in planning and managing projects funded by EU funds. Gorica Ćurčić | Gorica Ćurčić has over 10 years of experience in consulting and extensive experience in writing, implementing, and evaluating projects, as well as in qualitative and quantitative research and socio-economic analyses. As a project manager and coordinator, she has successfully managed more than 20 projects, covering the full cycle from the preparation of technical and financial proposals, through project management (communication, coordination, control, monitoring of implementation, and evaluation), to data analysis, and the preparation of project reports and presentations. She currently works as a Project Manager at the Society for Scientific and Professional Research, Education, and Consulting “STATPRO.” Through her previous engagements in the private and civil sectors, she has successfully coordinated teams and projects for private companies and international organizations (World Bank, United Nations Development Programme, Food and Agriculture Organization, World Health Organization), as well as for institutions at the national and local levels. She has significant experience in writing and implementing projects within key programs and donor frameworks, including: Interreg IPA Croatia – Bosnia and Herzegovina – Montenegro, Digital Europe Programme, and Horizon Europe. Furthermore, she has experience in preparing proposals for national IPA programs and bilateral programs Montenegro–Bosnia and Herzegovina, Montenegro–Serbia, and Montenegro–Albania, as well as for programs such as: Interreg IPA South Adriatic, Creative Europe, Citizens, Equality, Rights and Values Programme (CERV), and Erasmus+. She has completed professional training in the fields of circular economy, energy efficiency, project cycle management, and the implementation of Horizon Europe projects. She has also advanced her skills in design thinking, public speaking and presentation, as well as in the development of business plans and funding sources for entrepreneurs and MSMEs in Montenegro. Ljiljana Jovović | Ljiljana Jovović has over 20 years of experience in EU project management, evaluation, monitoring, and impact assessment of implemented projects, with a particular focus on assessing the impact of the non-governmental sector in Montenegro. Numerous trainings in project management in Brussels and EU Member States have further strengthened her capacities, enabling her to successfully collaborate on international projects across various programs, including: INTERREG IPA Cross-Border Cooperation Programme IPA ADRIATIC CBC, IPA ADRIATIC CBC BIH–MNE, IPA CBC CRO–MNE, SEENET, INTERREG CARDS PHARE, the Interreg Mediterranean Programme (MED), INTERREG IPA Cross-Border Cooperation Programme for Italy–Albania–Montenegro, and the Danube Transnational Programme (DTP). Miljana Peković | Miljana Peković is an expert in project development and management with more than 15 years of experience in designing and implementing actions aimed at the overall development of society. Throughout her career, she has worked on numerous initiatives supporting innovation, entrepreneurship, digitalization, and sustainable development. Over the years, she has gained extensive knowledge of programs of the European Union, the United Nations, and other donors that support stakeholders in Montenegro, enabling her to develop a deeper understanding of various funding mechanisms. Her expertise related to EU funds has been developed and continues to evolve through projects supported within the financial frameworks 2014–2020 and 2021–2027, including: Bilateral programs – IPA Cross-Border Cooperation Programme Serbia–Montenegro and IPA Cross-Border Cooperation Programme Bosnia and Herzegovina–Montenegro; Trilateral programs – Interreg IPA South Adriatic and Interreg IPA Croatia – Bosnia and Herzegovina – Montenegro; Transnational programs – Interreg IPA ADRION, Interreg Danube Region Programme, Interreg Euro-MED, and Erasmus+. Miljana Peković currently leads the Center for Entrepreneurship Development and Project Management at the Innovation and Entrepreneurship Center Tehnopolis, where she supports the development of innovation policies and contributes to fostering an innovative business environment in Montenegro and the region. In addition to her project work, Miljana is an active educator and mentor who helps institutions, organizations, and individuals recognize and make use of available support funding opportunities. Miodrag Račeta | Miodrag Račeta is an experienced expert in the preparation and implementation of projects funded by European Union resources. With 10 years of experience in preparing and implementing cross-border and Interreg cooperation projects, he has participated in the preparation and implementation of projects for various grant schemes (IPARD, the Operational Programme for Employment and Social Inclusion, IRF, grant schemes for youth and women entrepreneurs). When arranging cooperation, he is result-oriented and starts from realistic assumptions of the specific project call. He is open to joint work on the development of project ideas, as well as on project preparation and implementation, which includes public procurement according to EU rules (PRAG) and reporting. Nikoleta Đukanović | Nikoleta Đukanović obtained her PhD at the Faculty of Political Sciences, University of Belgrade, at the Department of International and European Studies. She completed her master’s studies at the Faculty of Political Sciences in Podgorica, in the field of European Studies, while she completed a second master’s program at the University of Bologna. Nikoleta has over 15 years of professional experience in the civil sector and academia. She is an Assistant Professor at the University of Donja Gorica, at the Department of International Relations and European Studies. At the Centre for Monitoring and Research (CeMI), she has been engaged since 2010 as a researcher on the programme of European and Euro-Atlantic integration, and from 2012 to 2019 she served as Executive Director. At the Sociological Center of Montenegro, she has been engaged as a researcher since September 2019. Since 2020, she has occasionally been engaged as a national consultant for UNDP and the Council of Europe. Nikoleta has extensive experience in managing individual NGO programmes, as well as in the development, promotion, implementation, and monitoring of project execution. She has significant expertise in project planning and budgeting, project coordination, and in managing EU grant rules and procedures, along with substantial experience in project evaluation and assessment of project proposals. Nikoleta also has considerable experience in providing technical assistance in the implementation of projects funded under various programme frameworks (IPA Civil Society Facility Programme, EIDHR Programme, Cross-Border Programme, Danube Transnational Cooperation Programme, Danube Region Programme, Erasmus+ projects, Jean Monnet Module, Jean Monnet Centre of Excellence, etc.). She has extensive experience in EU grant management, preparation of tender documentation, and financial reporting in accordance with EU grant rules and procedures. In addition, Nikoleta has significant experience in drafting public policy documents, as well as organizing and delivering expert lectures, trainings, workshops, and seminars in the field of EU integration for various target groups (public officials, representatives of the NGO sector, students, etc.). Snežana Šćepanović | Prof. Dr. Snežana Šćepanović is an expert in the fields of international cooperation, EU funding, and project coordination. Her extensive experience includes the preparation, implementation, and management of EU-funded projects, with a particular focus on IPA programmes, Horizon Europe, Erasmus+, Interreg, LIFE, EUREKA, and other EU initiatives. In addition, she is recognized as an expert in digital transformation, innovation, and the development of smart solutions for local governments and the academic sector. She is currently the Manager for International Cooperation and Finance at the Innovation Fund of Montenegro, where she leads projects funded by EU funds, the World Bank, and UNDP. She is also a Full Professor at the “Mediterranean” University in Podgorica, where she teaches at undergraduate and postgraduate levels in the field of software engineering Her expertise includes: identifying the most suitable IPA calls in line with municipal development priorities; providing consultancy services for the preparation of project proposals; establishing connections with relevant partners in Montenegro and the EU; project management and implementation; report preparation; support in administrative and financial project management; as well as training and mentoring local teams to independently manage EU-funded projects.
