Project Objective The objective of the LORAI project is to strengthen the role of local self-governments in the Western Balkan countries in the process of implementing and monitoring reform agendas, which represent a key component of the European Union accession process. The project aims to empower local authorities to actively participate in shaping, implementing, and evaluating reforms, thereby contributing to better alignment of policies with the needs of citizens at the local level. A particular focus is placed on building capacities for advocacy and ensuring the involvement of local self-governments in defining future development and investment priorities, including their contribution to the planning of the next EU multiannual financial framework.
Main Results The main outcome of the project is a visible improvement in the quality and inclusiveness of monitoring reform agendas. Through the establishment of a publicly accessible digital platform (dashboard), transparent tracking of the effects of reforms at the local level will be enabled, contributing to greater institutional accountability and increased public trust.

Additionally, a significant strengthening of the institutional and advocacy capacities of local self-governments is expected. Through various activities (workshops, exchange of experiences, and regional cooperation), they will be given the opportunity to participate more actively in reform processes. The project will further enhance cooperation between different levels of government through the development of inclusive dialogue and multi-level governance mechanisms.

Finally, one of the key outcomes will be the development of concrete recommendations for improving public policies and implementing reform measures, as well as defining priorities for future investments, thereby directly contributing to a more efficient and sustainable European integration process in the region.
