FOR
Allocation of Funds for the Implementation of Development Projects
of Interest to Local Self-Government Units
for 2025
- SUBJECT AND PARTICIPANTS OF THE PUBLIC CALL
The subject of this public call is the allocation of funds for the preparation/revision of technical documentation for the construction/reconstruction of local infrastructure, namely: feasibility studies, preliminary design solutions, conceptual designs, main design projects, revised main design projects, as-built designs, and other types of technical documentation in accordance with the law (hereinafter: technical documentation).
The subject of funding is planned or contracted technical documentation.
Eligible participants in the allocation procedure under this public call are local self-government units (hereinafter: LSGUs) that are beneficiaries of the Equalization Fund, namely: Andrijevica, Bar, Zeta, Berane, Bijelo Polje, Gusinje, Danilovgrad, Žabljak, Kolašin, Mojkovac, Nikšić, Petnjica, Plav, Plužine, Pljevlja, Rožaje, Tuzi, Ulcinj, and Šavnik.
An amount of €410,000.00 has been allocated for the implementation of the Call, based on the Financial Plan of the Union of Municipalities for 2025.
The maximum amount of approved funds per individual LSGU is €21,478.95.
LSGUs may submit applications for multiple development projects, up to the maximum amount specified in the previous paragraph.
- NECESSERY DOCUMENTATION
The application to the Call shall be submitted using the application form, which is an integral part of this Call.
Along with the application form, the Applicant shall submit:
- For contracted technical documentation: a copy of the concluded Contract and the invoice.
- For planned technical documentation: a confirmation that the preparation/revision of the technical documentation, along with its estimated value, is planned by an appropriate act of the local self-government unit.
- PLACE AND DEADLINE FOR THE APLICATION
The documentation referred to in point 2 of this Call shall be submitted by registered mail or delivered in person to the Registry Office of the Union, with the indication: “Documentation for the Public Call for the Allocation of Funds for the Implementation of Development Projects of Interest to Local Self-Government Units for 2025.”

The deadline for submission of applications is 25 December 2025..
- PROCEDURE FOR THE ALLOCATION OF FUNDS
The Union may request the Applicant to supplement the documentation or the data from the Application Form, if necessary, within 5 days from the date of submission.
If the Applicant fails to supplement the documentation within the given deadline, it shall be deemed that they have withdrawn the application.
The Union of Municipalities shall, within 5 days from the date of submission of a complete application, adopt a decision on the allocation of funds.
For contracted technical documentation, payment shall be made on the basis of a concluded contract between the LSGU and the designer or the reviewer.
For planned technical documentation, payment shall be made after it has been contracted and an invoice has been issued, and upon the conclusion of an assignment agreement.
The Union shall transfer the allocated funds directly to the designer or the reviewer.
