Union of Municipalities of Montenegro, located at Avda Međedovića 138, Podgorica, hereby announces:
PUBLIC CALL
for the submission of bids for the lease of business premises in Podgorica
I. SUBJECT OF THE LEASE, STARTING PRICE, AND LEASE TERM:
Business premises with a total area of 106 m²2, ground floor unit PD56 in Building No. 1, located on cadastral parcel No. 4361, Cadastral Municipality Podgorica III, at the following address: Mitra Bakića 142, Podgorica.
The starting monthly rental price for the business premises, including office furniture, amounts to EUR 1,166.00, VAT included, while the price excluding VAT is EUR 963.64.
The business premises shall be leased for a maximum period of up to one year, with the possibility of extension.
II. INSPECTION OF THE SUBJECT OF SALE
The commercial premises offered for lease are located at: 142 Mitra Bakića Street, Podgorica. Inspection of the premises may be carried out on working days from 9:00 a.m. to 2:00 p.m., starting from May 20, 2025, and ending on June 3, 2025.
III. TIME, PLACE, AND METHOD FOR SUBMISSION OF BIDS
Interested parties shall submit their bids in sealed envelopes marked: “Bid for the Lease of Business Premises at 142 Mitra Bakića Street – Do Not Open.”
Bids shall be submitted within 15 days from the date of publication of the public call, on every working day from 8:00 a.m. to 3:00 p.m., by registered mail to the following address: Union of Municipalities of Montenegro, 138 Avda Međedovića Street, Podgorica, or delivered to the archives office of the Union of Municipalities, on every working day from May 20, 2025, to June 3, 2025, no later than 2:00 p.m. The name and address of the bidder must be indicated on the back of the envelope containing the bid.
Received bids shall be registered in the archives of the Union of Municipalities of Montenegro according to the date and time of receipt and shall be submitted to the Commission.
Once submitted, a bid may not be amended or supplemented. A bid may be withdrawn no later than three days prior to the date of bid opening by submitting a written notice of withdrawal.
Incomplete and late bids, as well as bids not prepared in accordance with the conditions set out in the Public Call, shall not be considered. Late bids shall be returned unopened to the bidder.
IV. LEASE CONDITIONS
The lessee shall be obliged to pay the rent monthly in advance, no later than the 10th day of each month.
Payment shall be made by bank transfer to the lessor’s bank account.
The lessee shall be obliged to pay a security deposit in the amount of EUR 1,200.00 or submit an unconditional bank guarantee payable upon first demand prior to signing the contract.
The business premises are leased for the performance of office, administrative, and professional activities, including accounting and bookkeeping services, law offices, and educational activities. Use of the premises for any other purposes shall not be permitted without the prior consent of the lessor.
V. CONTENT OF THE BID
A bid submitted by a natural person shall contain: the bidder’s details (first name, last name, address, personal identification number, name of the bank and bank account number, contact telephone number, and e-mail address), as well as the offered price in euros excluding VAT and the lease term.
A bid submitted by a legal entity shall contain: the name and registered office of the bidder, the name of the bank and bank account number, contact telephone number, e-mail address, and the offered price in euros excluding VAT. The bidder shall be required to attach a copy of the registration certificate and the VAT registration certificate (TIN certificate).
The bid shall be submitted in a language that is in official use in Montenegro.
The minimum offered price may not be lower than the starting price.
VI. TIME AND PLACE OF BID OPENING
The public opening of bids shall be conducted by the Commission on the date of… 09.06.2025.godine u 11.00 časova at the premises of the Union of Municipalities of Montenegro, located at 138 Avda Međedovića Street, Podgorica. The bid opening may be attended by bidders, their legal representatives, or authorized proxies upon presentation of a power of attorney. Identification of bidders shall be carried out by inspection of an identity card.
VII. RANKING AND SELECTION OF THE MOST ADVANTAGEOUS BID
The ranking and evaluation of bids shall be carried out on the basis of the criterion of the highest offered price expressed in euros.
The Commission shall rank the bids it considers timely submitted, formally valid, and financially acceptable, and shall establish a ranking list.
If two or more bidders offer the same price for the lease of the business premises, priority shall be given to the bid submitted earlier.
The Secretary General shall adopt the decision on the selection of the most advantageous bid within five days from the date of the opening of bids. The decision shall be delivered to the bidders within three days from the date of its adoption.
Bidders shall have the right to lodge an objection against the decision on the selection of the most advantageous bid within five days from the date of delivery of the decision. The decision upon the objection shall be made by the Commission within three days from the date of submission of the objection. The decision of the Commission shall be final.
A lease agreement shall be concluded with the most favorable bidder.
