The Union of Municipalities of Montenegro has submitted an initiative to the Ministry of Labour, Employment and Social Dialogue proposing amendments to the Labour Law.
The initiative highlights several key issues, including the removal of the requirement for candidates to bear the cost of medical fitness certificates in public recruitment procedures, clearer regulation of the appointment of directors of public institutions and public enterprises, more efficient service of official documents to employees, equal treatment of local government officials in exercising their right to suspend their employment relationship while holding public office, clarification of the authority to sign sectoral collective agreements, and the elimination of procedural gaps in disciplinary proceedings.
The proposed amendments are based on practical experience and specific cases that have resulted in court disputes, the annulment of collective agreements, and reduced legal certainty and operational efficiency in the functioning of both local and central government administration.
“We believe that these issues deserve the full attention of the competent ministry, as there is a clear public interest in addressing them in a timely manner. The initiative is aimed at modernizing and improving the legal framework so that it better reflects the practical needs of the labour system and public administration,” the Union of Municipalities of Montenegro stated.
