“Today, the Management Board of the Union of Municipalities of Montenegro adopted an initiative to amend the Law on Business Companies, which will be submitted to the Ministry of Economic Development and members of the national parliament.”
“It is a request to extend the deadline for harmonizing the organization and operations of companies owned by municipalities with this law until the end of September this year, or until the adoption of a special law on the management of companies owned by the state and municipalities.”
“The initiative is being launched because harmonization is not possible within the existing three-month deadline, which expires at the end of March; instead, it is necessary to wait for a special law tailored to the specific characteristics of municipal companies that are part of the local self-government system and perform activities in the public interest, unlike others.”
“At today’s session of the Management Board, the report on the work of the Union of Municipalities for 2025, submitted by the Secretary General, was also adopted.” Mišela Manojlović“, according to which the activities were implemented at a rate 49 percent higher than planned, which resulted in multimillion savings for the municipalities, as well as support for their budgets in the amount of over 20 million euros.”
“The members of the Board adopted, with certain amendments, the proposed cooperation agreement between the Union of Municipalities and NALAS (Network of Associations of Local Authorities of South-East Europe) for the purpose of implementing the donor project EU4ALL, from which municipal infrastructure will be financed, and a number of current issues were also considered.”

The Management Board of the Union of Municipalities consists of the mayors of the Capital City and the Old Royal Capital, as well as the presidents of all Montenegrin municipalities, and the president of this body of the Union is Radoš Žugić, the President of the Municipality of Žabljak.
