Study visit within the regional project “Energy efficiency in Municipal Associations”

PaneliA study visit to the city of Zagreb was realized within the regional project “Energy efficiency in Municipal Associations”, from 19 to 24 July 2015. Participants were the project coordinators from partner associations on the project from Montenegro, Bosnia and Herzegovina, Serbian Republic, Serbia, Macedonia and Kosovo, as well as representatives of GIZ, which financially supports the implementation of the project. In the study visit to the city of Zagreb took part Ms. Ivana Lalevic, coordinator of the project on the behalf of the Union of Municipalities.



Visit to the Municipality of Rozaje

Within the framework of the joint Project of the OSCE and the Union of Municipalities, the team of consultants of the Union of Municipalities has visited the Municipality of Rozaje from 11-14 June 2012.

The visit to the Municipality of Montenegro was organized with the aim to assess the implementation of the “Public Ethics Standards in a Local Authority in Montenegro”. This document was prepared with the technical support of the Council of Europe and the financial support of the EU Delegation to Montenegro. The document defines standards of a transparent and accountable local self-government. There are three levels – basic, medium and advanced – within every standard and requirements to be implemented by a local self-government.



Peer Team Visited the Municipality of Mojkovac

The Union of Municipalities implements the Program of “Leadership Development in Local Government” in 2011 with the support of the OSCE.

The Program implementation started with a visit of the Peer Team of the Union of Municipalities to theMunicipalityofMojkovacfrom 1-4 November. The Peer Team was consisted of: President of Municipal Assembly of Bijelo Polje Mr. Refik Bojadžić, Assistant to Secretary General of the Union of Municipalities Mrs. Ljubinka Radulović, Chief Administrator of theMunicipalityofTivat Mrs. Jovanka Laličić, Chief Administrator of the Municipality of Žabljak Mr. Milika Ostojić, independent adviser in the Service of the Municipal Assembly of Berane Mrs. Dubravka Jovančević and independent adviser in the Ministry of Interior – Sector for Local Self-Government Mrs. Sanja Maslenjak.



Visit to the Historical Capital of Cetinje

Under the scope of the “Public Ethics in a Local Authority in Montenegro” Program, the consultants of the Union of Municipalities visited the Historical Capital of Cetinje on 30-31 May 2011. The main goal of the visit was to assess performance of this local self-government against the “Public Ethics Standards in a Local Authority in Montenegro”.

The Visit included a wide range of activities, such as: meetings, workshops and interviews with elected representatives, officials, leadership, local civil servants and employees, as well as, with representatives of neighborhood districts, private sector and NGOs.



Visit to the Municipality of Nikšić

May 25, 2011

Under the Program “Strengthening Local Self-Government in Montenegro 2009-2011 – Phase II”, a section related to “Strengthening of Public Ethics in Local Self-Government in Montenegro”, Municipality of Nikšić has been visited on 25 and 26 May 2011. This is one of the range activities on topic “Public Ethics Standards in a Local Authority in Montenegro”.



Peer Team Visit to Municipality of Danilovgrad

Program “Leadership Development in a Local Self-Government” has been realized by the Union of Municipalities with the support from the OSCE in this year. It was conducted in the Municipality of Danilovgrad from 13-17. December 2010.

The Program was implemented by the Peer Team in the composition: Mr. Veselin Bakić, Mayor of Andrijevica and President of the Assembly of the Union of Municipalities as the leader of the Peer Team; Mr. Zdravko Gvozdenović, Vice-Mayor of Bar, a member; Mrs. Jovanka Laličić, advisor to the Mayor of Tivat, a member; Mrs. Svetlana Gažević, Secretary of the Municipal Assembly of Bar, a member; Mr. Milika Ostojić, Chief Administrator of the Municipality of Žabljak, a member; Mrs. Sanja Maslenjak, senior advisor in MIPA – Department of Local Self-Government, an associate member and Mrs. Ljubinka Radulović, Assistant of the Secretary General of the Union of Municipalities, the review manager.



Peer Review Visit to the Municipality of Berane

Visit to the Municipality of Berane was conducted from 14 – 17 December 2009, under the “Leadership Development Program in Local Self-Government in Montenegro”.

The implementation of the “Leadership Development Program in Local Self-Government in Montenegro” was identified by the Working Program of the Union of Municipalities for 2009 and the Action Plan for Reform of Local Self-Government for 2009.

Implementation of the Program for 2009 was financially supported by the OSCE.

Visit to the Municipality of Berane was organized by the Union of Municipalities of Montenegro.
