Regulating the status of informal structures is of special importance for the local government, which, according to the Law on Local Self-Government and the Law on Spatial Planning and Construction, within its own jurisdiction, governs building land and create conditions for the construction of buildings. Usurpation of space by illegal constructors, local governments are not able to fully and in a quality manner pursue policies of planned development of the municipality, as well as being deprived of the income from which is made municipal construction land, or in order to improve municipal infrastructure as a key requirement for quality of life and work of citizens.

A round table on “Presentation of the Draft Toolkit  for Terms of reference preparation for the development of local planning document and the Draft Guidelines for the implementation of strategic environmental impact assessment in the drafting of local planning documents”was organized by the Union of Municipalities of Montenegro and the OSCE Mission to Montenegro in Podgorica on 23 July 2015.

The roundtable was intended for representatives of local government bodies in charge of issues of spatial planning and environment, as well as members of the Working Group for  preparation of  the documents. Based on the Working Group inputs, the  Toolkit is prepared by Ms.Ksenija Vukmanovic, while the Guidelines are prepared by Ms.Lazarela Kalezic.

On May 4 2015 Union of Municipalities held the meeting with secretaries and directors of local authorities for public revenues, which discussed on activities towards the implementation of the Amending Law on Property Tax.

Union of Municipalities of Montenegro entrusted the Working Group to make a plan of action in order to create the conditions for the implementation of new Law on Property Tax, which implementation will start since January 1st 2016.

The meeting of the Working Group for the preparation of the Toolkit for the preparation of terms of reference for the local planning document development held on April 20 to 21 2015 in Budva, organized by the Union of Municipalities of Montenegro and the OSCE Mission, in order to meet and discuss a draft version of the Toolkit for the preparation of terms of reference for the local planning document development prepared by Ms. Ksenija Vukmanovic (Center for Architecture and Urban Planning) and draft version of Guidelines for the implementation of strategic assessment of local planning document on the environment, prepared by Ms. Lazarela Kalezic (Assistant Secretary, Department of Planning and Spatial Planning and Environment of the Capital City Podgorica).

The Bill of Amending Law on Property Tax was endorsed by Government of Montenegro and submitted to the Parliament of Montenegro for consideration and adoption. Since the Law regulates the property tax determination, collection and control system as main local government own revenues, the Union of Municipalities of Montenegro, starting from the role of a municipal interests representative before government bodies, has considered Bill of Amending Law on Property Tax and submitted amendments to the Parliament of Montenegro and to the responsible Committee for Economy, Finance and Budget.

This Law stipulates resources, the way of financial equalization and the use of conditional grants, and financing their own affairs of local self-government determined by the Constitution, law and other regulations.
