The roundtable “Challenges in implementation of Chapter 27 at the local level”

Okrugli sto_27 Poglavlje_Berane_maj 2015(2)Regional round table “Challenges in implementation of Chapter 27 at the local level”, was held on 19 May 2015 in Berane, organized by the Municipality of Berane. The roundtable was opened by Mr. Dragoslav Scekic, Mayor of the Municipality of Berane.
Besides representatives of the host municipality, the round table was atetended by Ms. Daliborka Pejovic, State Secretary in the Ministry of Sustainable Development and Tourism and member of the Negotiating Group of Montenegro; Mr.Refik Bojadzic, Secretary General of the Union of Municipalities of Montenegro with associates; Ms.Anela Cekic, Mayor of the Municipality of Gusinje; Ms.Ana Stanisic Vrbica, from the Delegation of the European Union to Montenegro; Ms.Gordana Djukanovic, from the Environmental Agency; as well as vice presidents, managers and secretaries from the municipalities on the north-east of Montenegro: Bijelo Polje, Petnjica, Plav and Rozaje.

Ms.Zorica Gverovic, Secretary of the Secretariat for Housing and Communal Services and Traffic of the Municipality of Tivat was elected for the President of the Working Group, while Ms.Lazarela Kalezic, Assistant Secretary in the Secretariat for Spatial Planning and Development and Environment of the Capital City Podgorica, was elected for the Vice President of the Working Group.



Joint session of the Committee for Local Self-Government Financing and the Committee for Spatial Planning and Communal Services

komisija Joint session of the Committee for Local Self-Government Financing and the Committee for Spatial Planning and Communal Services was held on October 21st 2014 in Podgorica.
The Committee’s members discussed issues that are of a particular importance for a sustainable local self-government financing system and the provision of an efficient system of spatial planning and construction.
Particular attention was dedicated to reviewing the Draft Amending Law on Property Tax. Committee’s members have stressed that the proposed legislative solutions would not contribute to the improvement of fiscal policy at the local level. They also expressed the concern that the use of the proposed solutions would not overcome the problem of illiquidity of local self-government budgets and the substitution of lost municipal revenues. Moreover, it would have negative impacts on the budgets of local self-governments.



EU-Montenegrin local authorities debate use of EU pre-accession funds and waste management

ZSOThe Joint Consultative Committee (JCC) between the Committee of the Regions (CoR) and Montenegrin local authorities held its second meeting in Podgorica, Montenegro, on 4 June 2013. The meeting focused on two key issues faced by Montenegro’s local authorities in the country’s course towards EU integration: absorption capacity of EU Pre-Accession funds and waste management. The JCC aims at contributing to the EU enlargement process through a large-scale involvement of Montenegro’s local authorities.

Introducing the meeting, Miomir Mugoša, Mayor of Podgorica and JCC co-chair, announced that the JCC meeting was one of the first EU events in Podgorica after the opening of the accession negotiations. The mayor emphasised the potential of the JCC to help Montenegrin municipalities become more active and visible in EU affairs.



Committee for Local Self-Government Financing Analyzes the Status of Local Self-Government Finances

Kom. za finansiranje 27.05.2013Having on mind that local self-government finances take place in difficult circumstances and most local self-government units cannot regularly finance provision of all legal obligations, the Committee for Local Self-Government Financing of the Union of Municipalities prepared the Analysis of the Status of Local Self-Government Finances. Due to this occasion, the Committee gathers today in Podgorica.

This document contains:

  • Constitutional provisions that determinate the right on local self-government;
  • Review of local self-government’s affairs determined by umbrella Law on Local Self-Government (“Official Gazette of Republic of Montenegro”, No. 42/02, 28/04 and 75/05; “Official Gazette of Montenegro”, No. 88/09, 3/10 and 38/12);
  • Review of local self-government’s affairs in each administration area by material regulations.



Remarks of the Committee for Local Self Government Financing on the Draft Law on Property Tax

Komisija za finansiranje 15.03.2013.The Committee for Local Self-Government Financing held its meeting in Podgorica on 15 March 2013. The Draft Law on Property Tax was discussed on the meeting and remarks on it were prepared. The Remarks were delivered to the Ministry of Finance for further processing. A special attention was dedicated to issues related to the jurisdiction for property tax administration, to method of determination of the tax base, to introduction of self-taxation of this tax, etc.

Meeting of the Committee for Local Self-Government Financing

Presentation of the Training Needs Analysis of Local Government and the Model “Decision on the Organization and Working Method of a Local Administration”

December 14, 2012

On 14 December 2012, the Training Needs Analysis of Local Government and the Model “Decision on the Organization and Working Method of a Local Administration” were presented in Podgorica.

The event gathered a higher number of representatives of local self-governments, mostly Chief Administrators, heads of municipal administration body and local civil servants in charge for social affairs and human resource management. Representatives of partners institutions of the Human Resource Management Authority (HRMA), the Ministry of the Interior, the Union of Municipalities and the UNDP presented the training status of local government and its future development in Montenegro.



NALAS Conference boosts intergovernmental dialogue on the process of fiscal decentralization in South-East Europe

Is the fiscal decentralisation the main strategy for the countries in South-East Europe to face the financial challenges and to reinforce investments in local communities? What are the open issues related to the process of fiscal decentralization throughout the Region? Where and how should countries direct the future of fiscal decentralization?

These are some of the topics addressed within the International Conference: The Future of Fiscal Decentralization in South-East Europe, that started on 1 November 2012 in Hotel Splendid, Budva, Montenegro, organized by the Network of Associations of Local Government Authorities (NALAS), in partnership with the Ministry of Finance of Montenegro and the Union of Municipalities of Montenegro.
