Predsjednica Skupštine opštine Glavnog grada, dr Jelena Borovinić Bojović, ponovo je izabrana za predsjednicu Skupštine Zajednice opština Crne Gore, dok je za potpredsjednika Skupštine ZOCG izabran Samir Agović, predsjednik Opštine Petnjica, glasovima svih prisutnih članova. Za člana Nadzornog odbora Zajednice izabran Petar Odžić,, predsjednik Skupštine Opštine Budva.
"I would like to thank you all for re-electing me as President of the Assembly of the Union of Municipalities and to assure you that, in the period ahead, I will continue—as I have until now—to carry out this responsibility with dedication and integrity, in the manner that I believe the Union of Municipalities deserves. The trust that each of you has placed in me obliges me to act equally and fairly towards all municipalities, without distinction, and I will certainly uphold this principle throughout my forthcoming term," said Dr. Borovinić Bojović.
Samir Agović, Vice-President of the Assembly of the Union of Municipalities, also agreed that the Union's role and importance are becoming increasingly evident. He emphasised that the unity of its member municipalities in protecting their common interests serves as an example of effective cooperation under the umbrella of the Union of Municipalities.
Consultations with the Minister of Public Administration were also held during the Assembly session of the Union of Municipalities of Montenegro Marashem Dukajem the Assembly session of the Union of Municipalities of Montenegro also included consultations with the Minister of Public Administration on the concept of the Law on Local Elections. Minister Dukaj emphasised that local self-government units must be fully involved throughout the entire electoral reform process, stressing that the reforms are being undertaken primarily for the benefit of local governments. He also noted that the proposed concept remains open to improvements and alternative solutions. The Minister expressed confidence that there is broad agreement on holding all local elections on the same day, while adding that the Ministry remains ready to discuss all other aspects of the reform in order to achieve the widest possible consensus.
"The important thing is that the process has finally begun," Minister Dukaj emphasised.
The Assembly of the Union of Municipalities of Montenegro unanimously considered and adopted the 2024 Annual Report on the Union's Activities, as well as the 2024 Financial Report, together with the Supervisory Board's Report on the Financial and Material Operations of the Union of Municipalities. The Supervisory Board concluded that the Union's financial and material operations had been conducted in accordance with the applicable legislation. The Assembly also noted that expenditure in several planned budget categories was lower than originally projected, including fixed operating costs (66.92%), official travel expenses (33.80%), contracted administrative services (61.20%), material costs (53.28%), and property and personal insurance costs (11.25%).
The Assembly adopted the Union of Municipalities' Strategic Plan for the 2025–2029 period, which identifies ten key challenges facing municipalities and sets out strategic objectives to address them in the best interests of local governments.
These items had previously been unanimously approved by the Governing Board of the Union of Municipalities of Montenegro, which met immediately prior to the Assembly session. In addition to these agenda items, the Governing Board adopted a proposal for action aimed at preventing the consequences of the constitutional review proceedings concerning Article 3, paragraph 2, item 2 of the Law on Property Tax, as well as information on the need to transfer ownership of the "Laris" software to local self-government units. The Board also appointed the members of the six permanent working bodies of the Union of Municipalities, who will serve four-year terms. Furthermore, it adopted the Rulebook on Training Programmes organised by the Union for employees of municipalities and their public enterprises and institutions, as well as councillors serving in local assemblies.
By unanimously endorsing all agenda items and reports submitted by the Union of Municipalities, both the Assembly and the Governing Board demonstrated a high level of unity and strong support for the Union's work in representing and advancing the common interests of municipalities.
The meeting of the Governing Board of the Union of Municipalities was chaired by the President of the Governing Board Radoš Žugić, President of the Municipality of Žabljak, while the Assembly session was chaired, until the election of the President of the Assembly, by Miljan Marković, President of the Municipal Assembly of Tivat.
