Zajednica opština Crne Gore, uz podršku GIZ-ovog Otvorenog regionalnog fonda za Jugoistočnu Evropu, tokom 2019/2020. godine sprovela je projekat: „Energetski efikasna urbana mobilnost u zemljama jugoistočne Evrope – Gradovi jugoistočne Evrope zajedno za održivi energetski efikasan prevoz“ (SUMSEEC II). U okviru projekta, realizovan je veliki broj aktivnosti u odabranim opštinama opština na temu održive urbane mobilnosti, među kojima je i izrada strateških Planova održive urbane mobilnosti za Opštinu Kolašin i Opštinu Rožaje.
U organizaciji NALAS-a (Mreža asocijacija lokalnim samouprava za jugoistočnu Evropu), čija je članica i Zajednica opština Crne Gore, 16.09.2020. godine održana je velika međunarodna on line konferencija „Kako se lokalne samouprave jugoistočne Evrope nose sa izazovima i posljedicama pandemije COVID-19“, koja je okupila oko 150 učesnika iz gradova i opština Jugoistočne Evrope.
