Presentation of the Draft of the Toolkit for for Terms of reference preparation for the development of local planning document and the Draft Guidelines for the implementation of strategic environmental impact assessment in the drafting of local planning documents

okrugli stoA round table on “Presentation of the Draft Toolkit  for Terms of reference preparation for the development of local planning document and the Draft Guidelines for the implementation of strategic environmental impact assessment in the drafting of local planning documents”was organized by the Union of Municipalities of Montenegro and the OSCE Mission to Montenegro in Podgorica on 23 July 2015.

The roundtable was intended for representatives of local government bodies in charge of issues of spatial planning and environment, as well as members of the Working Group for  preparation of  the documents. Based on the Working Group inputs, the  Toolkit is prepared by Ms.Ksenija Vukmanovic, while the Guidelines are prepared by Ms.Lazarela Kalezic.

The Toolkit is prepared to support continuous improvement of the local government bodies capacities to define the needs that should be implemented in order to create local policy development and protecting the public interest through spatial planning. The Guidelines should provide practical information for the implementation of strategic environmental assessment in preparation of local planning document, as well as to point out the correlation and mutual influence of these two procedures aimed at sustainable planning based on the healthy environment principles.

Mr.Oliver Markovic, President of the Working Group for drafting the documents, thanks to the experts on the quality of the task, has emphasised the reasons that have committed the Union of Municipalities to initiate and carry out activities to prepare the documents, relate to:

– Implementation of the Law established principle of protecting the public interest and the protection of private interests and not to the detriment of the public interest;

– Precisely determination of local government bodies responsibilities as the holder of the preparatory works related to the provision of basic studies and other data necessary for the preparation of planning documents;

– An economic analysis of the impact of local planning document on the local government obligations in terms of its implementation.

After the presentation of the document that have been carried out by Ms.Ksenija Vukmanovic and Ms.Lazarela Kalezic, municipal representatives expressed their satisfaction with the activities undertaken in respect of the preparation of these documents, noting that they will significant benefit as they contain an overview of their obligations that they must implement in their daily work.

Based on suggestions from the meeting, as well as suggestions to be submitted in writing, the final version of the Manual and Guidelines, in accordance with the planned schedule, will be published in September, and be followed by their presentation and distribution to the all local government units.
