The Union of Municipalities of Montenegro has updated the Register of Competences and Responsibilities of Local Self-Government, incorporating all changes introduced through relevant laws and secondary legislation up to August 2025. The register is updated following the conclusion of the regular sessions of the Parliament of Montenegro, and the latest revision reflects amendments made to 38 different regulations.
The Register of Competences provides a unique and comprehensive overview of the legal framework within which local self-government units operate. It contains the provisions of framework laws, as well as numerous sector-specific regulations governing areas such as municipal services, transport, spatial planning, environmental protection, culture, tourism, agriculture, financing, and many other fields relevant to the work of local self-government units, covering a total of 181 legal acts.
This update ensures that local self-government units, as well as citizens, businesses, researchers, and the wider interested public, have access to a reliable and easily accessible document that contributes to greater legal certainty and the more effective implementation of public policies at the local level.
The purpose of this document is to consolidate in one place all the provisions that define the rights and obligations of local self-government. For this reason, the List of competencies of local self-government is not a final document, but is regularly updated in accordance with amendments and supplements, as well as the adoption of new legal regulations relating to local self-government.
The Union of Municipalities of Montenegro will continue to regularly monitor legislative developments and update the Register of Competences, with the aim of strengthening local democracy and improving the delivery of services to citizens.
