The Regional Programme on Local Democracy in the Western Balkans 3 (ReLOaD3) builds on the success of the previous phases of the programme, which has supported local communities across the Western Balkans since 2017. The Programme is implemented by UNDP in Albaniji, Bosni i Hercegovini, Crnoj Gori, Kosovu*, Sjevernoj Makedoniji, and Srbiji, with the financial support of the European Union.
The third phase of the Programme began on 1 February 2025 and, over the next four years, aims to strengthen partnerships between local self-governments (LSGs) and civil society in the Western Balkans region. More information about ReLOaD3 is available here.
Selected clusters of local self-governments will be provided with technical support to adopt a transparent, development-oriented and project-based approach to financing NGOs and programmes aimed at addressing the needs of citizens and young people. This process will contribute to strengthening participatory democracy and EU integration in the Western Balkans, while empowering citizens, the NGO sector and young people to participate more actively in decision-making processes at the local level and thus contribute to creating an enabling environment.
The Public Call is open to all clusters of local self-governments until 13 May 2025. More information on the application requirements and selection process, as well as the complete set of application documents, is available at the following link: Public Call for Expressions of Interest by Local Self-Government Units for Participation in the Regional Programme on Local Democracy in the Western Balkans 3 (ReLOaD3) | United Nations Development Programme. .
