Manojlović: Decentralization and inadequate legislative solutions are key challenges facing municipalities

The pressing problem facing Montenegrin municipalities stems from legal gaps and inadequate provisions in several laws governing local public revenues, which have enabled a certain group of lawyers to earn millions, said Mišela Manojlović, Secretary General of the Union of Municipalities of Montenegro.

She said that these lawyers had developed an entire business around filing standardized appeals against tax decisions and were draining local budgets—not only those of financially stable municipalities, but also those of the smallest municipalities, such as Zeta—which, in her words, is unacceptable.

“That is why the Union of Municipalities submitted to the relevant ministries draft amendments to the laws on property tax, tax administration, state surveying and the real estate cadastre, and enforcement and security, which would close the door to any further possibility of abuse. We expect the ministries’ unequivocal support and for these amendments to be formally put into procedure,” Manojlović said in an interview with the Mina-business news agency.
