The Union of Municipalities of Montenegro is launching a public call for applications for experts in social mapping in municipalities, for the purpose of implementing activities under the regional project “Bridges of Inclusion”.
Social mapping will be conducted in the Capital City of Podgorica and the municipalities of Nikšić, Zeta, Berane, Tivat and Herceg Novi.
The experts’ responsibilities include, among others:
- Familiarization with the Social Mapping Methodology through active participation in the NALAS online course “LNOB Social Mapping and Evidence-Based Policy Making”
- Development of the Concept, Action Plan and survey instruments for conducting social mapping and evidence-based policy making in the respective municipality.
- Coordination of the implementation of social mapping activities in accordance with the approved Concept and Action Plan.
- Training of field surveyors on the social mapping methodology, the needs of vulnerable groups, data collection instruments (questionnaires), and the data entry process.
- Data analysis and preparation of the Social Mapping Report.
- Verification of the Report’s findings and its approval.
- Integration of public policy recommendations into local social protection policies.
Requirements:
- Professional qualifications and experience
The Senior Expert profile should provide clear evidence of knowledge and experience in the development, organization, procedures, and implementation of public opinion surveys and other research processes, in particular:
• At least five (5) years of professional experience in research and survey-related activities in the field of social protection, national and local social protection policies, work with vulnerable groups, and strategy development, including field-based and online data collection, as well as data analysis using SPSS or similar statistical software.
• Preparation of at least five (5) analytical reports based on public opinion research or surveys, containing key findings, cross-tabulations, and recommendations for improving social protection policies and services at the local level.
• Experience in conducting at least two (2) social mapping processes in local self-government units will be considered a significant advantage.
• Knowledge and experience in using data for evidence-based policy making, as one of the essential steps prior to the development and adoption of social protection strategies and policies at the local level. Experience in developing at least three (3) evidence-based policy proposals at the local or national level is required.
• Good knowledge of the current situation, needs, challenges, trends and opportunities for improvement, particularly in areas related to local self-government, as well as the economic, social and cultural human rights of particularly vulnerable groups. At least three (3) years of experience working with local self-government units in the field of the economic, social and cultural rights of vulnerable groups is required.
• Experience in cooperation with local government associations and municipal representatives. Preference will be given to candidates who have participated in the implementation of at least two (2) projects involving local government associations.
• Experience working within the framework of the 2030 Agenda for Sustainable Development will be considered an additional advantage.
- Education
The expert should hold at least a Bachelor’s degree in a field relevant to public administration and social services (for example, social sciences, political science, public administration, pedagogy, human resource management, or another relevant field).
A completed Master’s degree will be considered a significant additional advantage.
Language proficiency and IT skills
• Proficiency in English, both spoken and written, as all supporting documentation and the final Social Mapping Report will be prepared in both English and Montenegrin.
• Proficiency in MS Office applications (Word, Excel and PowerPoint).
• Experience in using SPSS statistical software or other similar programs for statistical data analysis.

• Ability to work effectively in a team and meet tight deadlines;

• Strong analytical, research, interpersonal and communication skills.
The evaluation of submitted applications will be conducted by a joint committee composed of representatives of the Union of Municipalities of Montenegro, NALAS and GIZ.
The evaluation of applications consists of a technical and financial component, weighted at 60% and 40%, respectively, and the financial offer is limited to a maximum of EUR 4,000 per municipality. One expert may conduct social mapping for one or, at most, two municipalities.
The expected period of engagement of the expert is from September 2026 to February 2027.
