The Union of Municipalities of Montenegro, in relation to the Draft Law on Amendments to the Law on Road Transport, which is currently undergoing public consultation, recalls that it launched an initiative as early as December 2024 to amend this law, with the aim of resolving the long-standing problem of the daily mobility of citizens travelling from neighbouring municipalities.
Urban public transport operates within municipal boundaries and does not meet the needs of citizens who work, study, use hospital services, or have other daily obligations in neighbouring municipalities.
To address these issues and enhance citizens' quality of life, particularly with regard to access to education and healthcare, the Union of Municipalities proposed amending Article 35 of the Law to enable scheduled suburban transport services to operate between settlements in neighbouring local government units through inter-municipal cooperation agreements. In addition, the introduction of a new Article 149b has been proposed to ensure that all existing licences for intercity scheduled transport remain valid until their expiration, while ongoing licensing procedures are finalized under the provisions of the legislation previously in effect.
The Union of Municipalities of Montenegro invites all interested stakeholders and members of the public to participate in the public consultation on the Draft Law, with the aim of establishing a legislative framework that ensures more accessible, safer and more affordable transport to schools and hospitals, ultimately enhancing citizens' daily lives and promoting their fuller participation in society.
