Trainings on “Development of Integrity Plans”

April 18, 2013

Three trainings on “Development of Integrity Plans” were organized by the Union of Municipalities and the Human Resource Management Authority on 10 April in Bar for municipalities of the Southern Region, on 16 April in Bijelo Polje for municipalities of the Northern Region and on 18 April in Podgorica for municipalities of the Central Region. Realization of these trainings is foreseen by the Training Plan for March-July 2013 that was adopted by the National Training Council for Local Government.



Regional Workshops on “NTS for a Local Government in Montenegro”

TV smallThree regional workshops on topic “The National Training Strategy for a Local Government in Montenegro” were organized by the Union of Municipalities on 11 April in Danilovgrad for municipalities of the Central Region, on 12 April in Tivat for municipalities of the Southern Region and on 16 April in Bijelo Polje for municipalities of the Northern Region.

The main workshops’ goals were to introduce a revised Draft of the National Training Strategy (NTS) to local self-government’s representatives and to collect feedbacks related to key issues on organizational and other aspects of human resource development in local self-governments. These feedbacks will be baseline in the revision of the NTS. During the workshops, several practical exercised were delivered with the aim to make in-depth inside in the human resource management (HRM) and newly presented approach in the HRM in a local government.



Training “Implementation of the Law on State Civil Servants and Employees at Local Level”

April 1, 2013

Training “Implementation of the Law on State Civil Servants and Employees at Local Level” was delivered on 29 March 2013 in Tivat, in the organization of the Human Resource Management Authority (HRMA) and the Union of Municipalities of Montenegro (UoM). Target audience was municipal representatives from municipalities of the Southern Region: Ulcinj, Bar, Budva, Tivat, Kotor and Herceg Novi.

The training is part of the Training Plan for Local Governments for March-July 2013. The Training Plan was adopted by the National Training Council for Local Government. The training was initiated by municipalities.



IX Meeting of the National Training Council in Local Self-Government

March 1, 2013

OLYMPUS DIGITAL CAMERAIX meeting of the National Training Council in Local Self-Government (NTC) was held on 28 February in Podgorica in the premises of the Human Resource Management Authority (HRMA).

The meeting was chaired by Mr. Branislav Đuranović, Mayor of the Municipality of Danilovgrad.

The meeting was attended by the NTC’s members and members of the team for technical support and experts at the project “Support to the Implementation of the National Training Strategy for Local Self-Government”.



Presentation of the Training Needs Analysis of Local Government and the Model “Decision on the Organization and Working Method of a Local Administration”

December 14, 2012

On 14 December 2012, the Training Needs Analysis of Local Government and the Model “Decision on the Organization and Working Method of a Local Administration” were presented in Podgorica.

The event gathered a higher number of representatives of local self-governments, mostly Chief Administrators, heads of municipal administration body and local civil servants in charge for social affairs and human resource management. Representatives of partners institutions of the Human Resource Management Authority (HRMA), the Ministry of the Interior, the Union of Municipalities and the UNDP presented the training status of local government and its future development in Montenegro.



Training for members of Ethical Committees for Elected Representatives and Officials

November 26, 2012

On 26 November 2012 in Podgorica, the OSCE Mission to Montenegro and the Union of Municipalities of Montenegro organize a 1-day training for members of Ethical Committees for Elected Representatives and Officials.

Mrs. Gordana Stevanović, Secretary General Deputy of the Secretariat of the Ombudsman of the Republic of Serbia, and Mr. Dragan Vujčić, former Director Deputy of the Office for Decentralization of the Republic of Serbia, were lecturers at the training.



Second round of trainings for leadership in local governments

October 26, 2012

The second round of trainings from the Program “Development of leadership skills in a local government” was organized in Podgorica from 24-26 October 2012 by the Union of Municipalities of Montenegro with support of the Council of Europe.

The Program is intended for leadership and elected representatives in local governments. The Program is implemented by the Union of Municipalities of Montenegro and the Council of Europe, in the scope of the Leaders Academy of the Council of Europe.



Training in Bar

October 25, 2012

On 25 October 2012, the training “Assessment of State Civil Servants and Employees” was organized in Bar. The training was covered by the Training plan for local self-government for October-December 2012 adopted by the National Training Council for Local Self-Government.

Mrs. Nevenka Pavličić, clinical psychologist and Mr. Đuro Nikač, Assistant of the Director of Human Resource Management Authority were lecturers. They gave answers and cleared doubts related to this topic. After first theoretical part where attendees actively participated, in second part of the seminar they used an exercise to simulate concrete examples of assessment of local civil servants and employees.



Training in Bijelo Polje

The Human Resource Management Authority and the Union of Municipalities delivered the training “Towards a new Law on State Civil Servants and Employees” in Bijelo Polje on 22 October 2012. The training was covered by the Training plan for local self-government for October-December 2012 adopted by the National Training Council for Local Self-Government.



National Training Council was summoned for the 8th time

October 4, 2012

8th session of the National Training Council for Local Self-Government (NTC) was held in Podgorica in the premises of the Human Resource Management Authority (HRMA).

The NTC adopted Training Plan for Local Self-Government for October-December 2012. The Plan foresees following trainings for local governments’ staff: Towards a new Law on State Civil Servants and Employees; Assessment of public civil servants and employees; Prohibition of discrimination; and Project preparation and management.
