Models Ordinances on Ethical Committees

The Models Ordinances on the Ethical Committees have been determined as a support to the local self-government units to provide the implementation of the Codes of Ethics in a Local Self-Government. The Models envisage the establishment of the respective ethical committee; determine its composition, mandate; the procedure for electing members, working method, rights and responsibilities, reporting and other issues of relevance to the work of the ethical committee and the implementation of the Codes of Ethics. Forms of the Declaration of an elected representative or official on acceptance and adherence to the provisions of the Code of Ethics of Elected Representatives and Officials and the Declaration of an employee on acceptance and adherence to the provisions of the Code of Ethics for Local Civil Servants and Employees were determined as special additions to the Models.

Manual for the Implementation of Codes of Ethics in Local Government

This publication is a set of practical explanations, recommendations, advice and guidance that may be of assistance in the application of adopted codes of ethics. The manual is intended for all who are expected to actively contribute to the implementation of the Code: holders of public office at the local level, employees in local government, public services and organizations that are established by municipalities, media and other entities in local communities and ethical committees that are established for monitoring the implementation of codes of ethics.

Codes of Ethics in a Local Self-Government

These publications contain the Code of Ethics of Local Elected Representatives and Officials and the Code of Ethics of Local Civil Servants and Employees, which were adopted by Assembly of the Union of Municipalities of Montenegro at its session on 24 July 2009, with the recommendation for all local self-government units to adopt them. The Codes of Ethics contain sets of ethical rules and standards of conduct of holders of public office at the local level, i.e. local civil servants and employees.

Training Program for Local Self-Government

With the adoption of the National Training Strategy in Montenegro, the local self-government received the first strategic document setting out the system of training, and types and priorities of training. National Training Strategy envisages the training of local self-government employees, management staff and elected representatives. In order to implement the National Training Strategy and Action Plan for its Implementation, the Training Program for Local Self-Government was prepared for trainings which can be provided by the Human Resources Authority.

Communal Police in my Municipality

This publication contains to define precisely tasks of the Communal Police and their organization within the appropriate service, as a main objective. Specific objectives are: to make division between tasks of the Communal Police and inspection surveillance in determined areas; to create terms for development of an efficient and professional Communal Police which provides a communal order; to amend municipal ordinances on communal police to be adjusted to the project results; to determine precisely the responsibilities of the Communal Police and to provide surveillance on the Communal Police performance; as well as to inform citizens on the role of the Communal Police in their municipalities (design of information booklet).

Model Ordinance on Organization and Working Method of Local Administration

The Model Ordinance on Organization and Working Method of Local Administration has been prepared starting from the definition in the Law on Local Self-Government, tasks which are specified by law established under the jurisdiction of municipalities and activities that are regulated by special material laws, as well as the reform requirements in the system of local self-government. When determining the Model Ordinance, it is managed primarily by the position and roles that local administration should have in u new local-self government’s system, by the principles on which it should work and the needs for introducing modern methods and ways of working.
