Call for Proposal for Best Practice in a Local Government 2012

The Union of Municipalities of Montenegro made a call for proposal to all local self-government units o 29 June 2012 to participate in the Program “Best Practice in a Local Government”.

The Best Practice Program has been implemented for five years consequently by the Union of Municipalities in cooperation with the OSCE Mission and the Ministry of the Interior. The main goal of this program is to identify, publicly reward and share best practices among local communities in Montenegro.

The “Guidelines on Local Government Borrowing and Recent Developments in NALAS Countries” are published. The Guidelines were designed within the NALAS Task Force for Fiscal Decentralization and supported by the Open Regional Fund for South East Europe of the German Agency for Technical Support (GIZ).

This document intends to share best experiences available in the region of South East Europe in debt financing and managing complex capital investment projects, and thus support capacity development of both advanced and less advanced local governments.

The Union of Municipalities of Montenegro invites all local self-governments units on 02 June 2011 to apply to the Call for Proposal for the Best Practices in a Local Self-Government in 2011 Award.

The fourth year in a row, the Union of Municipalities, in the cooperation with the OSCE and the Ministry of Interior, continues on the Best Practices in a Local Self-Government Program. The main goal of this program is to identify, publicly reward and share best practices among local communities in Montenegro.



Public Ethics Standards in a Local Authority in Montenegro

The brochure “Public Ethics Standards in a Local Authority in Montenegro” is published within the framework of Second Phase of the Project “Strengthening of Local Self-Government in Montenegro 2009-2011”.

These standards should help a local authority to achieve a high level of public ethics in its work.

The focus of these standards is to support local authorities in making the organizational changes that will help them become more efficient, transparent and accountable.

Available Funds for Municipal Projects

The process of joining the Western Balkans to the EU is in full swing. At the time when we prepare this, we hope for you a useful manual, Montenegro is expected to be granted with the EU candidate status.

From that point, Montenegro, and thus the local self-government, will open another, larger door that will provide excellent opportunities for using substantial financial resources for projects that meet stringent EU standards.

Best Practices Program in Local Self-Government 2010

This year, the Union of Municipalities continues with Best Practices Program in Local Self-Government. The main goal of this program is to identify, publicly reward and share best practices among local communities in Montenegro.

The problems faced by local self-governments in Montenegro are large, and their resolution and successful decentralization is a long process. Therefore, the Union of Municipalities through its activities and collection of examples of good practices in local self-government wants to encourage its members to a permanent exchange of experiences. We want to contribute to a more efficient work of local administrations, by providing an opportunity to learn from each other, and thus take over solutions to which a certain community has come, and which are proved to be successful.



Increasing Accountability and Transparency at the Municipal Level

Four two-day trainings for representatives of local governments and NGOs have been held within the project “Increasing Accountability and Transparency at the Municipal Level”. The project is being implemented in cooperation of the Union of Municipalities of Montenegro and the VNG International, under the MATRA program. The trainings have been organized in Podgorica, Tivat, Bijelo Polje and Zabljak.
