European Week of Local Democracy (October 13th to 19th)

1427_euro_local_democ_week_congressThis year, European Week of Local Democracy will take place in the week from 13th to 19th October. The topic of the European week for this year is: “Participative Democracy: sharing, proposing and decision making”.

The European Week on Local Democracy (ENLD) is held every year in October. It is an annual event created and coordinated by the Congress of Local and Regional Authorities of Europe, aimed to raise up the awareness of local authorities on their responsibility for the enhancement of democratic participation at the local level. Also, the purpose of the event is to improve the knowledge of the local administration bodies and citizens and to strengthen relationships between the citizens and their local representatives.



The project: “Energy Efficiency in the Municipal Associations”

Foto sa prezentacije The first meeting of the regional project “Energy Efficiency in the Municipal Associations” was held from 30 September to 1st October this year, in Skopje.
The meeting was attended by the representatives of the partner associations of local governments in Albania, Bosnia and Herzegovina, Macedonia, Republic of Serbian, Montenegrin, Serbia and Kosovo. The aim of the meeting was to introduce to the partners the possibilities offered by this project, in order to strengthen the capacities of the local government associations in supporting the municipalities in the field of energy efficiency.



The Union of Municipalities of a Montenegro on the Regional Project on Asset Management in the field of Water Supply and Wastewater in South East Europe

NALAS-logo 29 September 2014 – The Union of Municipalities of Montenegro, as a partner, is included in the implementation of the Regional Project on asset management in the field of water supply and wastewater in South East Europe. The main objective of the project is to introduce the method of asset management in selected pilot municipalities / utilities and to improve efficiency and transparency in the management of water supply and sewerage infrastructure.
The project is realized by MMS ORF (Open Regional Fund for modernization of municipal services) and NALAS (Network of Associations of Local Authorities of South East Europe), with the financial support of GIZ (German Agency for International Cooperation) and SDC (Swiss Agency for Development and Cooperation). Ten of local government associations from seven countries of the Western Balkans (Montenegro, Serbia, Albania, Macedonia, Croatia, Kosovo, and Bosnia and Herzegovina) are involved in the implementation of project activities at the national level, which coordinates the activities of the Standing Conference of Towns and Municipalities (SCTM) from Serbia.

slika prekogrThe Fourth National Conference on Cross Border Cooperation was organized today in Belgrade, by Office for EU integration of the Republic of Serbia.
Participants were addressed by: Jadranka Joksimovic, Minister without portfolio in the Government of the Republic of Serbia in charge of the European Integration and National IPA Coordinator, Michael Davenport, Head of the EU Delegation to Serbia, Konstandinos Musurulis from the Directorate General for Regional and Urban Policy of the European Commission, Sanda Simic Assistant Director of the Office for European integration and Imre Čalagovič on the behalf of the Office of National Economic Planning of the Government of Hungary and the representative of the future Managing Authority for the Danube Program.

EU-Montenegrin local authorities debate use of EU pre-accession funds and waste management

ZSOThe Joint Consultative Committee (JCC) between the Committee of the Regions (CoR) and Montenegrin local authorities held its second meeting in Podgorica, Montenegro, on 4 June 2013. The meeting focused on two key issues faced by Montenegro’s local authorities in the country’s course towards EU integration: absorption capacity of EU Pre-Accession funds and waste management. The JCC aims at contributing to the EU enlargement process through a large-scale involvement of Montenegro’s local authorities.

Introducing the meeting, Miomir Mugoša, Mayor of Podgorica and JCC co-chair, announced that the JCC meeting was one of the first EU events in Podgorica after the opening of the accession negotiations. The mayor emphasised the potential of the JCC to help Montenegrin municipalities become more active and visible in EU affairs.



Request for Proposals for Development of NALAS Matchmaking Platform

The Network of Associations of Local Authorities of South East Europe (NALAS) requests proposals from interested consultants for the provision of professional services to develop a Matchmaking Platform between municipalities from South-East Europe (SEE) and the private sector, to be utilized within the second International Municipal Fair NEXPO 2013 scheduled to take place in Rijeka and Opatija, the Republic of Croatia, between 25 and 27 September 2013, but also beyond NEXPO, on national and SEE level.

Deadline: 15 April 2013.

24 Session of the Congress of Local and Regional Authorities of the Council of Europe

IMG_2972 Montenegrin delegation consisting of Mrs. Marija Maja Ćatović, Mayor of Kotor and Mr. Dejan Mandić, Mayor of Herceg Novi attended the 24 session of the Congress of Local and Regional Authorities of the Council of Europe from 19-21 March in Strasbourg.

The Session was dedicated to following issues: Crises in Europe – Challenges for local and regional democracies emphasizing the promotion of ethics and prevention of corruption, promotion of active citizenship and fight against social exclusion. The session was also dedicated to the Reports of Local and Regional Democracies in Georgia, Hungary, Italy, Spain and findings of the Observation Missions related to the elections in Bosnia and Herzegovina and Armenia.
