Opinion of the Committee for Urban Planning and Communal Services on the Draft Law on Legalization of Informal Constructions

May 17, 2012

Second session of the Committee for Urban Planning and Communal Services of the Union of Municipalities was held in Nikšić on 17 May 2012.

The Committee was summoned to discuss opinions of the Capital City, the Historical Capital and all municipalities on the Draft Law on Legalization of Informal Constructions.

The Committee prepared Draft Opinion on the Law, which has been delivered to the Executive Board to be discussed on its meeting which will be organized on 25 May.

Business Plan for the Knowledge Center 2011-2014

October 31, 2011

Following a strategy based management style and with the ambition to successfully launch the Knowledge Center, the UOM management resolved to write a Business Plan for the Knowledge Center.  VNG International supported the Association to elaborate this Plan. This Business Plan documents the analysis of the current situation of the market and the strategies the Association adopts to successfully launch the Knowledge Center.

Joint Meeting of the Union of Municipalities of Montenegro and Ministry of Finance

October 6, 2011

The Union of Municipalities of Montenegro and Ministry of Finance organized a meeting on 5 October 2011 to discuss impacts of the implementation of new solutions from the Law on Local Self-Government Financing and Law on Property Transfer.

The meeting was attended by: Mr. Milorad Katnić, PhD, Minister of Finance, Mrs. Biljana Šćekić, Deputy Minister, Mr. Mićo Orlandić, Director of the Real Estate Administration, Mr. Radoš Šućur, Director of the Forest Administration, Mr. Rade Simonović, representative of the Department of Public Revenues, Mayors, heads of municipal secretariats for finance. The meeting was chaired by Mr. Rajko Golubović, Secretary General of the Union of Municipalities of Montenegro.

The “Guidelines on Local Government Borrowing and Recent Developments in NALAS Countries” are published. The Guidelines were designed within the NALAS Task Force for Fiscal Decentralization and supported by the Open Regional Fund for South East Europe of the German Agency for Technical Support (GIZ).

This document intends to share best experiences available in the region of South East Europe in debt financing and managing complex capital investment projects, and thus support capacity development of both advanced and less advanced local governments.

Model Ordinance on the Establishment of a Public Broadcaster

May 20, 2011

Model Ordinance on the Establishment of a Public Broadcaster is prepared by the Committee for Local Self-Government Development.

Requirements of the Association of local public broadcasters (ULES) have been taken into consideration by the Committee during the preparation of the Model Ordinance. The requirements which are considered as acceptable are incorporated in the Model Ordinance.

Model Local Anti-Corruption Action Plan in the Sectors of Spatial Planning and Construction of Buildings

In order to provide help to its members – local self-governments units, the Union of Municipalities prepared the Model Anti-Corruption Action Plan in the Sectors of Spatial Planning and Construction of Buildings. This document is prepared based on the recommendation that the Government of Montenegro delivered to all Montenegrin local self-governments units, after the adoption of the Anti-Corruption Action Plan in the Sectors of Spatial Planning and Construction of Buildings.

The Model Action Plan contains: identified problems, proposed solutions, responsible authorities, measurable indicators, deadlines and needed funds for 2011. Based on the identified problems, concrete activities are proposed which can lead to the eliminating adequate problems.
