Study visit to Sweden in the framework of the TEMPUS Project “Education of public civil servants related to management of renewable energy sources in public sector of the Western Balkans”

Recycle BuildingA study visit to Sweden was organized from 13-17 May 2013 within the TEMPUS Project on “Education of public civil servants related to management of renewable energy sources in public sector of the Western Balkans”. The study visit was focused on the usage of energy efficiency’s measures and mechanisms. The City of Stockholm and its Royal University hosted representatives of the University of Montenegro (Mechanical Engineering Faculty), Union of Municipalities of Montenegro and participants of the study visit. Hosts enabled to the participants to be closely informed about usage of developed systems related to reducing energy consumption and CO2 emissions during constructing new or renovating existing buildings. Sweden is globally recognized leader country by using such systems.



Round Table on Draft National Waste Management Strategy

I okrugli stoThe Round Table on Draft National Waste Management Strategy was organized by Ministry of Sustainable Development and Tourism, the Union of Municipalities of Montenegro and the Project Team in Podgorica on 17 May 2013. This strategic document is the first outcome of the EU financed Project “Preparation and Implementation of the National and Local Waste Management Plans”.

The Round Table was organized with the aim to introduce local self-government leadership with the strategic orientations and challenges they would be faced in achieving EU standards in this sector.

skupstina - ljubinka, maj 2013Representatives of the Union of Municipalities: Mrs. Snežana Mijušković, President of the Union’s Committee for Social Affairs and Mrs. Ljubinka Radulović, Secretary General Deputy of the Union of Municipalities attended the 8th session of the Parliament’s Board for Health, Labor and Social Care on 8 May 2013 in Podgorica, due to the discussion on the Bill Law on Social and Children Protection.

Previously, the Union of Municipalities submitted Amendments to the Bill Law on Social and Children Protection to the Board. That was the reason why the Board invited the Union’s representatives on its session. Union’s representatives pointed out the significance of the issues regulated by this Law for local self-government and presented the Association’s reasons for submitting the Amendments.



Presentation of the Draft National Strategy for Waste Management

Prezentacija Nacionalne strategije upravljanja otpadom The press conference with the aim to present Draft National Strategy for Waste Management is organized by Ministry of Sustainable Development and Tourism in Podgorica on 17 April 2013. This strategic document is the first outcome of the EU financed Project “Preparation and Implementation of the National and Local Waste Management Plans”.

The Strategy will be the baseline document for the preparation and implementation of the National and Local Waste Management Plans. It will also support updating the Montenegrin National Policy Paper for Waste Management 2004 and the Strategic Master Plan for Waste Management 2005.

OLYMPUS DIGITAL CAMERATwo workshops on experiences of local governments related to the implementation of Local Ordinances on fee for utility equipment of construction land and on the implementation of provisions related to the public from the Law on Spatial Planning and Construction were organized by the Ministry of Sustainable Development and Tourism and the Union of Municipalities of Montenegro, with the support of the World Bank’s LAMP Project on 12 April 2013 in Podgorica.

The workshops were attended by the representatives of the organizing sides, heads and staff of the local secretariats in charge for spatial planning, and directors and staff of local development and construction agencies.



NALAS Conference boosts intergovernmental dialogue on the process of fiscal decentralization in South-East Europe

These are some of the topics addressed within the International Conference: The Future of Fiscal Decentralization in South-East Europe, that started on 1 November 2012 in Hotel Splendid, Budva, Montenegro, organized by the Network of Associations of Local Government Authorities (NALAS), in partnership with the Ministry of Finance of Montenegro and the Union of Municipalities of Montenegro.



Conference on “Decentralization of social and child care services”

Conference on “Decentralization of social and child care services – possibilities and challenges” was organized in Podgorica on 10 July 2012. The Conference was dedicated to the implementation of project related to the reform of social and child care which was supported by the EU Delegation to Montenegro. The Conference was organized by the Ministry of Labor and Social Care, UNICEF, UNDP, FAKT and Union of Municipalities of Montenegro.

The main goal of the Conference was to introduce local governments’ representatives with the comparative experiences and examples of good practices from the region and with a new Law on Social and Child Care and decentralization of tasks from central to local level.



Round table “Stimulate business development by eliminating business barriers at local level”

Ulcinj, 14 June / Round table “Stimulate business development by eliminating business barriers at local level” was organized by the Montenegrin Business Alliance and the Union of Municipalities of Montenegro and with the participation of the Municipality of Ulcinj.

The Round table gathered businessmen from Ulcinj and representatives of their unions and associations.

Participants were greeted by Mayor of Ulcinj, Mr. Nazif Cungu. He spoke about current activities and future initiatives and activities of his Municipality related to the elimination of barriers and creation of requirements for business development.



Meeting of the Coordination Board for Local Self-Government Reform

Meeting of the Coordination Board for Local Self-Government Reform was held on 13 June 2012 in the premises of the Ministry of the Interior. The meeting was chaired by Minister of the Interior Mr. Ivan Brajović.

The Coordination Board discussed documents and recommendations related to the process of strengthening and development of local self-government. A special attention was given to the results reported in the first Quarter report on the implementation of the Action Plan for Local Self-Government Reform 2012. A level of implemented obligations and the time schedule for next period was also discussed.



Trainings in Bar and Bijelo Polje on topic “Audit of Local Budgets”

Human Resource Management Authority, in cooperation with the Union of Municipalities, continues with the realization of training on topic “Audit of Local Budgets”.

Trainings were delivered in Bar on 6 April 2012 for municipalities of the Coastal Region and in Bijelo Polje on 11 April 2012 for municipalities of the Northern Region.

The training in Bar was attended by 13 persons from municipalities of Bar, Herceg Novi, Budva, Kotor and Tivat. The training in Bijelo Polje was attended by 9 persons from municipalities of Bijelo Polje, Kolašin, Pljevlja and Berane.
