Call for Proposal for Best Practice in a Local Government 2012

The Union of Municipalities of Montenegro made a call for proposal to all local self-government units o 29 June 2012 to participate in the Program “Best Practice in a Local Government”.

The Best Practice Program has been implemented for five years consequently by the Union of Municipalities in cooperation with the OSCE Mission and the Ministry of the Interior. The main goal of this program is to identify, publicly reward and share best practices among local communities in Montenegro.



Award Ceremony “Best Practice in Local Self-Government” and the Conference “Strengthening Accountability and Transparency at Local Level in Montenegro – Best Practices and Lessons Learned”

The Union of Municipalities of Montenegro and Ministry of Interior, with the support of the OSCE Office and the Netherlands Association of Municipalities – VNG organized the Award Ceremony “Best Practice in Local Self-Government” and the Conference “Strengthening Accountability and Transparency at Local Level in Montenegro” on 29 and 30 September in Budva.

This two-day event brought together representatives of local self-governments, state bodies, international organizations and diplomatic corps.

Selection Panel composed of: Mr. Radovan Ivanović, member (Ministry of Interior), Mr. Goran Djurović, member (representative of non-governmental sector), Mrs. Vanja Starovlah, member (Union of Municipalities of Montenegro) and Mrs. Svetlana Laušević, observer (OSCE), during the procedure of the selection of the Best Practices and in the implementation of the “Best Practices Program in Local Self-Government”, at session held on 19 September 2011 in Podgorica, made DECISION on the Best Practices in Local Self-Government in Montenegro 2011



Deadline for Submitting Applications for the Best Practice Award is Extended until 15 August 2011

The Union of Municipalities of Montenegro, in the cooperation with Ministry of Interior and with the support of the OSCE Mission to Montenegro, continues with the implementation of the Best Practices in a Local Self-Government Program.

Applications for the Award and Status of the Best Practice can be submitted for following five thematic sectors:

    1. “Accountability and transparency at local level”;
    2. “Status and role of neighborhood districts in local self-governments units”;
    3. “EU projects preparation and management”;
    4. “Sustainable development and environmental protection”; 
    5. “Improvement of the business environment in a local self-government”.

    Deadline for applying for the Best Practice Award is extended until 15 August 2011.

    We call on all local self-government units to join the implementation of this project and apply with their best practices at uom@t-com.me .

The Union of Municipalities of Montenegro invites all local self-governments units on 02 June 2011 to apply to the Call for Proposal for the Best Practices in a Local Self-Government in 2011 Award.

The fourth year in a row, the Union of Municipalities, in the cooperation with the OSCE and the Ministry of Interior, continues on the Best Practices in a Local Self-Government Program. The main goal of this program is to identify, publicly reward and share best practices among local communities in Montenegro.



Awards for Best Practices in Local Self-Government

December 10, 2010

Today in Podgorica, a solemn ceremony of awarding best practice in local self-government in Montenegro is held.

The awards are delivered by Mr. Ivan Brajović, Minister of Interior and Public Administration and Mr. Sarunas Adomavicius, Head of the OSCE Mission to Montenegro.

The ceremony was attended by Mayors, Presidents of Municipal Assemblies, chief administrators, representatives of ministries, representatives of international organizations, Ambassadors of Austria, Germany, Bosnia and Herzegovina, Croatia and representatives of Embassies of Serbia and Italy.

Selection of the Best Practices for 2010

On 26 November, the Selection Panel for the Best Practices Program in a Local Self-Government for 2010 has adopted final decision on Best Practices for 7 thematic areas.



Presentation of Awarded Best Practices 2009 of Municipalities of Danilovgrad, Tivat and Herceg Novi

November 18, 2010

Union of Municipalities of Montenegro, in cooperation with the OSCE, organized presentations of the Best Practices in Local Self-Government 2009.

Three presentation were held, as following:
– On 09 November 2010 in Danilovgrad, the awarded Best Practice in the area of the services provision for the topic of the „Unified Data Base and Tax Accounting“;
– On 17 November 2010 in Tivat, the awarded Best Practice in the area of citizens participation in the process of preparation, adoption and implementation of local decisions for the topic of the „Use of Empty Chair through Amendments to the Rules of Procedure of the Municipal Assembly;
– On 18 November 2010 in Herceg Novi, the awarded Best Practice in the area of the environmental improvement and protection for the topic of the „Recycling Yard with Transfer Station“.



Best Practices Program in Local Self-Government 2010

This year, the Union of Municipalities continues with Best Practices Program in Local Self-Government. The main goal of this program is to identify, publicly reward and share best practices among local communities in Montenegro.

The problems faced by local self-governments in Montenegro are large, and their resolution and successful decentralization is a long process. Therefore, the Union of Municipalities through its activities and collection of examples of good practices in local self-government wants to encourage its members to a permanent exchange of experiences. We want to contribute to a more efficient work of local administrations, by providing an opportunity to learn from each other, and thus take over solutions to which a certain community has come, and which are proved to be successful.
