Within the project “The program of best practice in local government in Montenegro for 2015”, the Union of Municipalities of Montenegro, in cooperation with the Ministry of Interior and with the support of the Organization for Security and Cooperation in Europe (OSCE) Mission to Montenegro, organized on 12.11.2015. in Podgorica a meeting of the Selection Panel with representatives of local governments which were presented practices nominated for the status of best practices in 2015 in Montenegro.
The meeting was attended by election panel, composed of: Mr.Refik Bojadzic member (Union of Municipalities) and members Ms.Svetlana Vukovic (Human Resources Management Authority), Ms.Ana Novakovic, (Centre for Development of NGOs), Ms.Olivera Grbovic, (Ministry of Interior), Ms.Snezana Mugosa, (Ministry of Finance), Ms.Snezana Mijuskovic, (Commiittee for Social Affairs) and Ms.Svetlana Lausevic (OSCE Mission to Montenegro), as well as representatives of local governments.
Due to current specific issues and needs of citizens and businesses for quality and continuous services, in accordance with the requirements for the alignment with EU standards in different areas of best practice in local government this year shall be elected from the five thematic areas, namely:
- Management of local public finance in order to create sustainable communities
- Human resources management at the local level
- Innovative practices communication with the citizens
- Women’s entrepreneurship at the local level
- Initiatives for youth at the local level
Within the topic “Management of local public finance in order to create sustainable communities“:
- The practice of municipality of Zabljak – “A host attitude toward sustainable finances of municipality Zabljak“, was presented by Jelena Bojovic.
- The practice of themunicipality of Berane, “The introduction of the accrual basis of keeping budget accounting and the establishment of an internal controller for monitoring concluded contracts on public procurement”, was presented by Mr.Svetomir Akovic.
Within the topic “Human resources management at the local level“:
- The practice of themunicipality of Budva – “Human resources management at the local level through the conduct of electronic human resource records”, was presented by Ms.Tanja Kazanegra.
Within the topic “Innovative practices communication with the citizens“:
- The practice of the Capital city of Podgorica – “Bureau of Communication and Coordination of Public/Citizens Relations – System 48”, was presented Mr.Vojislav Nedovic;
- The practice of municipality of Berane – “The establishment of the Bureau of Public Relations of the Municipality of Berane”, was presented by Mr.Nebojsa Babovic;
- The practice of municipality of Niksic – “Impact of Communication Strategy in the municipality of Niksic” ,was presented by Ms.Slobodanka Roganovic
- The practice ofmunicipalitiy of Petnjica –“Establishment of institutional models to better inform and cooperation of immigrants – citizens and the municipality of Petnjica”,was presented by Mr.Ismet Latic.
Within the topic “Women’s entrepreneurship at the local level“:
- The practice of the Old Royal Capital Cetinje – “The development of women’s entrepreneurship in Cetinje” ,was presented Ms.Njegosava Vujanovic;
- The practice ofmunicipality of Bijelo Polje – “Economic empowered women = economically empowered society”, was presented by Ms. Ms.Almasa Rizvanovic
Within the topic “Initiatives for youth at the local level“:
- The practice of themunicipality of Berane – “Establishment of the Secretariat for Sports, Culture, Youth and cooperation with NGOs and the establishment of the Youth Council of the municipality of Berane“, was presented by Mr.Zoran Jojic;
- The practice of themunicipality of Budva – “Youth work up to active and responsible citizens” was presented by Ms.Rajka Špadijer and Ms.Katarina Vukadinovic.
After the meeting and presentation of the practices, the Election Panel held a meeting at which, in line with the established criteria, have analyzed all the nominated practices.
The election panel will bring the decision on the selection of best practices, on which will be informed all participants in the Program best practices for 2015.
