Guidelines for the Implementation of the Strategic Environmental Assessment Procedure during the Preparation of a Local Spatial Planning Document

VODIC_strateska procjena-1The Guidelines has been prepared with the support of the OSCE Mission in Montenegro, on the basis of inputs prepared by a specially formed the Union of Municipalities of Montenegro’s Working Group, composed of representatives of local government, business sector, developing planning documents and studies on strategic assessment of environmental impact and NGOs dealing with the issues of spatial planning and environment.

The Guidelines aim is to support the continued improvement of the capacity of the local government bodies to formulate needs that should be implemented to create a local development policy and public interest protection through spatial planning based on the principles of sustainable use and environment.

Using the Guide is not mandatory. The document was prepared to assist local civil servants in charge of implementing procedures for strategic assessment of environmental impact in the process of drafting the local planning document.
The Guidelines were prepared in order to encourage maximum synergy effect and to simultaneously perform the procedure of implementation of the strategic assessment of environmental impact with the procedure of making local planning document, in order to timely intervene on the provisions of the local planning document. In this way, on the one hand, implementation of the principles sustainable use and protection of the environment is ensured, and on the other hand, the process of creating a local planning document is accelerated.
