Presentation of the new Law on Administrative Procedure

obuka pgThe new Law on Administrative Procedure was presented on three training for local civil servants and employees organized during the month of July by the Human Resources Management Authority and the Union of Municipalities. The  two days training was organized in Bijelo Polje for the municipalities of the northern region (08 and 09 July), then in Tivat for coastal municipalities (16 and 17 July), and finally in Podgorica for the central region (21 and  22 July).
Law on Administrative Procedure is a new concept of the administrative procedure which should enable the simplification and acceleration of administrative procedures, reducing costs for all participants in the process, the modernization process mechanisms, effective protection of public and individual interests of citizens and legal persons in administrative matters.

Lecturers at the training were: Ms.Enesa Rastoder and Mr.Veselin Vukcevic in Bijelo Polje, Ms.Ljubinka Radulovic and Ms.Jovanka Lalicic in Tivat, Ms.Misela Manojlovic and Mr.Djordije Blazic in Podgorica. Training courses were organized for chief administrators, civil servants in the Chief Administrator department and secretaries of the Secretariat in the field of spatial planning, communal housing and property issues and environment. The trainings were attended by a total of 50 participants.

During the presentation of new Law lecturers special emphasis have put on novelties compared to the LAP, which currently applies, and which are trainees approached through examples from practice and with the full interaction of all participants of the seminar. Through discussion, participants were given the opportunity to open the dilemmas of certain legal solutions, ask questions and share each other’s experiences so far in the implementation of the Law on Administrative Procedure, and all through the prism of the solutions offered by the new Law.

After the introduction of the new Law on this informative training, the Human Resources Management Authority and Union of Municipalities will organize trainings on this topic by the beginning of new Law implementation.

As a reminder, the implementation of the new Law on Administrative Procedure will start by 1st July 2016.
