The Strategy for the Professional Development of Local Civil Servants and Employees presented

19.03.2015 fotoo23/03/2015 – During the previous week, the Strategy for the Professional Development of Local Civil Servants and Employees as well as the Action Plan for the Strategy implementation were presented to the high-officials of all local government units in Montenegro. The first presentation was organized in Podgorica, for the officials of the central region, then in Bar for municipal civil servants in southern region and finally in Bijelo Polje for the municipalities of the northern region of Montenegro.

The documents were presented by representatives of the key institutions that participated in the development of the Strategy – the Ministry of the Interior, the Human Resources Management Authority and the Union of Municipalities of Montenegro. The presented was focused on objectives, guidelines, legal, institutional and organizational structures necessary for the development of human resources in the local government units, defined by the Strategy. The current situation of the local government units in terms of human resources management, problems that are reflected through redundancies, lack of motivation, knowledge, abilities and skills of employees, absence of human resources planning are also presented.

The Human Resources Management Authority and the Union of Municipalities have been identified as the leading institutions for education and training of local civil servants and employees.

It was pointed out that the role of the Ministry of the Interior, within this issue, is reflected in the context of jurisdiction relating to the proposal and implementation of the policy and legal framework for the development of human resource management in local government, performing tasks related to the functioning and implementation of regulations in the field of local self-government, the implementation of international cooperation and international treaties, and submission opinions on draft laws and other regulations related to the local government issues. The Human Resources Management Authority will play role related to professional development and training of local civil servants and employees based on competence, knowledge and experience of this body in the field of human resources management, while the role of the Union of Municipalities of Montenegro is recognized trough the support of local government units for the establishment of modern HRM function and providing trainings to strengthen the capacity of municipalities.
