Committee for Local Self-Government Financing Analyzes the Status of Local Self-Government Finances

Kom. za finansiranje 27.05.201327 May 2013 – Having on mind that local self-government finances take place in difficult circumstances and most local self-government units cannot regularly finance provision of all legal obligations, the Committee for Local Self-Government Financing of the Union of Municipalities prepared the Analysis of the Status of Local Self-Government Finances. Due to this occasion, the Committee gathers today in Podgorica.

Global economic crises, amending the regulations related to local self-government financing, inefficiency of local administrations, over-staffing are just some of the reasons caused a current status of local self-government finances. Unfortunately, we cannot be influence on some of these reasons. However, there are certain activities related to adapting regulatory framework and creating conditions for quality implementation of legal solutions that can contribute to the improvement of the status of local self-government finances.

The Analysis of the Status of Local Self-Government Finances contains a brief description of problems and proposal of measures for overcoming most of the problems faced by local self-governments in financing their activities.

The document will be starting point of the joint meeting between the Ministry of Finance and the Union of Municipalities of Montenegro that will be organized on 31 May 2013 (Friday) starting at 2:30 p.m. in Podgorica.
