Training “Implementation of the Law on State Civil Servants and Employees at Local Level”

1 April 2013 – Training “Implementation of the Law on State Civil Servants and Employees at Local Level” was delivered on 29 March 2013 in Tivat, in the organization of the Human Resource Management Authority (HRMA) and the Union of Municipalities of Montenegro (UoM). Target audience was municipal representatives from municipalities of the Southern Region: Ulcinj, Bar, Budva, Tivat, Kotor and Herceg Novi.

The training is part of the Training Plan for Local Governments for March-July 2013. The Training Plan was adopted by the National Training Council for Local Government. The training was initiated by municipalities.

The training was attended by chief administrators, and heads and staff of local administration bodies in charge for clerical relationships, or human resource management in local government.

With the aim of a better preparation of the training, the chief administrators were previously asked to deliver questions related to legal dilemmas and challenges in the pursuant implementation of the Law on State Civil Servants and Employees by the local level.

The intensive interactions between participants and lecturers characterized the training. Participants raised a number of questions. The lecturers gave guidelines related to the implementation of certain legal issues, relationships and systematic solutions which have to be considered in the pursuant implementation of the Law by local level. It was concluded that a number of issues related to powers and responsibilities of administration bodies and powers of heads of local administration bodies should be regulated by the Law on Local Self-Government and municipal bylaws.

The training was delivered by Mrs. Dragana Ranitović, Deputy Secretary General of the Government of Montenegro, Mrs. Ljubinka Radulović, Deputy Secretary General of the UoM and Mrs. Jovanka Laličić, Chief Administrator of the Municipality of Tivat, while Mrs. Blaženka Dabanović, head of the sector for training planning in the HRMA was participated in the name of the organizer.
