IX Meeting of the National Training Council in Local Self-Government

OLYMPUS DIGITAL CAMERA1 March 2013 – IX meeting of the National Training Council in Local Self-Government (NTC) was held on 28 February in Podgorica in the premises of the Human Resource Management Authority (HRMA).

The meeting was chaired by Mr. Branislav Đuranović, Mayor of the Municipality of Danilovgrad.

The meeting was attended by the NTC’s members: Mayor of the Municipality of Tivat, Mr. Miodrag Kankaraš; Deputy Minister of the Interior, Mr. Mladen Jovović; Director of the HRMA, Mrs. Svetlana Vuković; Deputy Director of the HRMA, Mrs. Jadranka Đurković; Secretary General of the Union of Municipalities, Mr. Rajko Golubović; Deputy Secretary General of the Union of Municipalities, Mrs. Ljubinka Radulović and Head of the sector for training planning of the HRMA, Mrs. Blaženka Dabanović. The meeting also was attended by members of the team for technical support and experts at the project “Support to the Implementation of the National Training Strategy for Local Self-Government” – LOGINTS: Mr. Jim Bads, Mr. Peter Miklič and Mr. John Jackson.

The Training Report in Local Self-Government 2012 and the Training Plan for Local Self-Government March-July 2013 were adopted at the meeting.

Members of the team for technical support and experts at the project “Support to the Implementation of the National Training Strategy for Local Self-Government” presented so-far implemented activities related to the revision of the National Training Strategy (NTS), and future project activities. The experts highlighted three key issues related to the revision of the NTS: (i) the establishment of the human resource management units in municipalities, (ii) financing the training at municipal level and (iii) financial sustainability of the NTS unit in the Union of Municipalities. They also spoke about future role and tasks of the NTC.

Training Plan for March-July 2013 foresees trainings for local employees related to following topics:

  1. Implementation of the Law on State Civil Servants and Employees at local level;
  2. Local self-government system;
  3. Legal and technical rules for preparation of regulations;
  4. Team work;
  5. Development of the Integrity Plans by a local self-government (preparation, adoption and implementation); and
  6. Career planning and development.
