Presentation of the Training Needs Analysis of Local Government and the Model “Decision on the Organization and Working Method of a Local Administration”

On 14 December 2012, the Training Needs Analysis of Local Government and the Model “Decision on the Organization and Working Method of a Local Administration” were presented in Podgorica.

The event gathered a higher number of representatives of local self-governments, mostly Chief Administrators, heads of municipal administration body and local civil servants in charge for social affairs and human resource management. Representatives of partners institutions of the Human Resource Management Authority (HRMA), the Ministry of the Interior, the Union of Municipalities and the UNDP presented the training status of local government and its future development in Montenegro.

Director of the HRMA, Mrs. Svetlana Vuković said that the training system for local governments has been established in order to be implemented but it would be needed to revise it so it could be more effective.  Mr. Hamdija Šarkinović, representative of the Ministry of the Interior, presented the legal framework related to this topic and policy development trends related to the improvement of knowledge and skills of municipal staff. Mrs. Sanja Bojanić, Democratic Governance Team Leader of the UNDP Mission in Montenegro, presented forms of support that UNDP has been provided to local level with special reference to the implementation of the National Training Strategy and training system provided by the human resource management unit in the Union of Municipalities of Montenegro.

Secretary General of the Union of Municipalities, Mr. Rajko Golubović said that the preparation of the Training Needs Analysis in Local Governments and the Model “Decision on the Organization and Working Method of a Local Administration are the Union’s programs activities that has been continuously implemented in the partnership with the HRMA and the Ministry of the Interior. These are activities aimed to strengthening local government capacities and support to the process of the identification of training needs of local civil servants and employees. He stated that these documents would contribute to the creation of conditions for more efficient performance of local administration bodies.

The documents were presented by the representatives of the HRMA and the Union of Municipalities of Montenegro. After that, participants gave their opinions and dilemmas  related to the content of the documents and their applicability in the practice.
