Meeting of the Selection Panel for the Program “Best Practice in a Local Government in Montenegro”

20 November 2012 – On 19 November 2012, meeting of the Selection Panel for the Program “Best Practice in a Local Government in Montenegro” was held in Podgorica. The Union of Municipalities of Montenegro in partnership with the Ministry of the Interior and OSCE Mission continues with the implementation of the Program. The main goal of this program is to identify, publicly reward and share best practices among local communities in Montenegro.

This year, the Selection Panel for Best Practice awarding is consisting of:

  • Mr. Branko Banović, PhD, ethnologist – anthropologist
  • Mrs. Snežana Mugoša, MA, the Ministry of Finance
  • Mr. Igor Golubović, the Ministry of Agriculture and Rural Development
  • Mr. Radomir Ivanović, the Ministry of the Interior
  • Mrs. Vanja Starovlah, the Union of Municipalities of Montenegro, coordinator.

Representatives of municipalities-applicants were presented their practices at the meeting of the Selection Panel, as following:

1. Thematic sector – Cultural heritage as an incentive for development of tourism and local community

“The International Folklore Festival” – the Royal Capital of Cetinje

„Preparation and implementation of the Tourism Development Strategy to 2020 in the Municipality of Danilovgrad“ – the Municipality of Danilovgrad

„Traditional dance and songs as part of cultural artistic offer in tourism“ – the Municipality of Kolašin

2. Thematic sector – Rural development as an incentive for local community’s development

„Improvement of tourist offer through development of eco-accommodation facilities at the Mountain Bjelasica“ – the Municipality of Berane

„Good country – better city“ – the Municipality of Bijelo Polje

„Regional Honey Exhibition” – the Municipality of Pljevlja

3. Thematic sector – Public-private partnership

„Green market and Shoping Moll in Block V in Podgorica“ – the Capital City of Podgorica

„Arrangement of City Square“ – the Municipality of Mojkovac

„Together towards better arranged community“ – the Municipality of Herceg Novi

4. Thematic sector – Collection of local public revenues

„Collection of local public revenues – property tax – arranging of the tax base through the project of fiscal cadastre and unification of tax inspection“ – the Municipality of Bar

„Collection of local public revenues by using legally determined possibilities – We want to build by obeying the law” – the Municipality of Budva

“Collection of the property tax“ – the Municipality of Kotor

“Expanding the reach of taxpayers through personal delivery tax normative acts and “inspection supervision” of properties“ – the Municipality of Tivat

The Selection Panel will made final decision on the selection of Best Practice in a Local Government in Montenegro at the meeting scheduled for 22 November 2012 (Thursday) in Podgorica.
