Increasing Accountability and Transparency at the Municipal Level

Four two-day trainings for representatives of local governments and NGOs have been held within the project “Increasing Accountability and Transparency at the Municipal Level”. The project is being implemented in cooperation of the Union of Municipalities of Montenegro and the VNG International, under the MATRA program. The trainings have been organized in Podgorica, Tivat, Bijelo Polje and Zabljak.

The main goal of this project and the trainings is to increase of accountability and transparency of local governments, as well as of providing services at the local level. The project should contribute to increasing the standards of the public ethics at the local level, achieving the crucial role of citizens, and better quality of life in local communities.

For the training purposes, three manuals were prepared:

Increasing Accountability and Transparency at the Municipal Level – Manual for the General Module (PDF Document available in Montenegrin)
The Manual is designed for employees of local self-governments, NGOs and the media gathered on the common task of preventing the fight against corruption. It presents all the elements important for the promotion of culture, work and activities of local self-government, and analyzes the existing situation, mechanisms and frameworks for fighting corruption at the level of local self-government in Montenegro.

Increasing Accountability and Transparency at the Municipal Level – Manual for the Specific Module (PDF Document available in Montenegrin)
The Manual is intended for representatives of local self-governments in Montenegro with the aim of strengthening their potentials and role in the fight against corruption at the local level. Manual shows the importance and significance of various participatory mechanisms that ensure the participation of citizens in the work of local self-government and increasing accountability and transparency of local self-governments.

Inclusion of Civil Society in Increasing Accountability and Transparency at the Municipal Level in Montenegro – Manual for the Specific Module (PDF Document available in Montenegrin)
The Manual is intended for representatives of civil society: NGOs and trade union organizations, the media and all citizens in order to strengthen their role in the fight against corruption at the local level. It presents the role of civil society to increase transparency and accountability of local self-government, possible forms of encouraging the participation of all representatives of civil society in local governance, as well as existing forms and participative mechanisms in Montenegro.
