Improvement of Energy Efficiency through an Inter-Municipal Management Network – Engagement of Energy Efficiency Expert/ Unapređenje energetske efikasnosti kroz međuopštinsku upravljačku mrežu –  Angažovanje eksperta za energetsku efikasnost, EuropeAid/133-339/L/ACT/ME – 2013/335-263/06 (cancelled: explanations will be published in the next days – Natural or legal persons interested should not therefore send proposals or requests for information at this stage)

The Municipality of Bar intends to award a service contract for energy efficiency expert for the following services:

– Development of regional information system for energy management and regional information system of public lighting for municipalities.

– Data collecting and filling in of both information systems with actual data on energy consumption for the period of previous three years.

– Preparation of the Energy Efficiency Improvement Programs (for three years) as well as annual Energy Efficiency Improvement Plans for all partner municipalities.

–  Preparation of the regional public buildings inventory and catalogue of building stock for southern region.

Question 1: Is it possible to get unofficial translation of BoQ?

Answer  1: Yes, it is possible and it is published in this web site under the title “Translation of BoQ”. Please be aware that the English version prevails and that this version of the BoQ in Montenegrin is not having the same positions for all the items like in the English version.

Question  2: Who made a main project design?

Answer 2 : It is not a relevant question for the preparation of the tender dossier.

Question 3: Should the company license to works and license for the responsible technical person for all  phases been submitted together within  tender documentation? 

Answer 3:  I want to draw your attention on clause 12 of the Volume 1 of the tender dossier for the documents to be submitted in the tender phase. However, licences for the company and for the key personnel is not required in the tender phase, they may be requested in case of contract award.  Please be aware that in case of false declarations, the tenderer may be excluded for five years from other tender procedures.

CORRIGENDUM NO 1 published on 21 February 2012: Article 29 of the Special Conditions is amended as follows:

Article 29     Delivery

29.1              The Contractor shall bear all risks relating to the goods until provisional acceptance at destination. The supplies shall be packaged so as to prevent their damage or deterioration in transit to their destination.

29.3              The packaging shall become the property of the recipient subject to respect for the environment.

29.5              Documents accompanying each delivery shall be the following:

·           All legal documents required for transport to the final place of destination;

·           A specific document accompanying each delivery containing: “Supply contract for European Community External Aid”;

·           Identification number of contract;

·           Name and address of supplier;

·           Number of packaged goods;

·           Identification (description and unique number per package) of each package;

·           Gross weight and net weight per package;

·           Place of origin and place of destination.

29.6            All packages must be marked with the following information:

(a)                     Package number;

(b)                     General description of the contents;

(c)                     Delivery location; and

(d)                     The text:

“These goods are supplied under Project Identification No. EuropeAid/131194/L/ACT/ME, CRIS No. 2011/274-413/03 and co-financed from IPA funds under the IPA 2010 Programme”

29.7              No shipment shall be shipped or delivered to the place of acceptance until the Contractor has received a delivery order from the Project Manager. The Project Manager shall be given 14 days to respond to a request for approval to ship or deliver. Failure to respond within these 14 days shall be deemed to be approval.

Reconstruction of the road Zabrđe-Gradišnjica / Rekonstrukcija puta Zabrđe-Gradišnjica, EuropeAid 130265/L/ACT/ME – CRIS No: 2010/256 582-05 (cancelled/ poništen)

The Municipality of Andrijevica intends to award a works contract for reconstruction of the road Zabrđe-Gradišnjica in Andrijevica with financial assistance from the European Union and the Government of Montenegro, in accordance with the rules of IPA programme. The deadline for submission of tenders is 15 July 2011, 11:00 a.m. Possible additional information or clarifications/questions shall be published on the website of the Union of Municipalities of Montenegro: http://uom.me/?page_id=1507.

Opština Andrijevica raspisuje konkurs za sklapanje ugovora za izvođenje radova na rekonstrukciji puta Zabrđe-Gradišnjica u Andrijevici, sa finansijskom podrškom Evropske unije i Vlade Crne Gore, u skladu sa pravilima IPA programa.
